On February 2, the Minister for Health and Prevention, François Braun, and the Minister Delegate for Industry, Roland Lescure, launched a steering committee responsible for working on a new strategy for the prevention and management of shortages.
First stage of this work: the creation of an evolving list of essential drugs. Published today, it should serve as a working basis for the development of a shortage management roadmap.
This list of essential medicines, which is part of a broader action plan to combat shortages, was presented yesterday by the Minister of Health and Prevention, François Braun, following announcements by the President of the Republic on the relocation of the production of certain essential medicines. It was designed thanks to the work of several learned societies. Founded on the basis of the clinical practice of French doctors, on the criticality of the need and the emergency nature of the medical specialty (infectiology, endocrinology, anesthesia-resuscitation, etc.), it includes nearly 450 drugs. Finally, the drugs selected were selected with the aim of offering high quality medicine for each major organ (heart, kidney, brain, etc.).
It is meant to be enriched, supplemented, modified, depending on practices or the health context.
Passed, over the years, from the 1time at the 5e place of drug producers in Europe, France has fallen behind in this highly strategic area. To regain a major place in this sector, 8 major relocation projects will be launched in the coming weeks, for a total investment of more than 160 million euros, supported by the State. Thus, on the basis of the list drawn up by learned societies and the Ministry of Health and Prevention, around 25 drugs will see their production relocated or increased on national territory.

On the basis of this list, a roadmap will be drawn up in the coming weeks, with the aim of strengthening prevention efforts and with the aim of avoiding future shortages as much as possible.
A few tracks have already been launched:
- Implementation of action to better guarantee the availability of drugs (monitoring of supply capacities, analysis of prescription practices and purchasing trends, etc.);
- Mapping and strengthening of production chains;
- Relocation of the production of part of the essential drugs, as announced by the President of the Republic this Tuesday, June 13;
- Implementation of emergency production solutions;
- Preventive actions, from an early age, on barrier gestures, vaccination or the proper use of antibiotics.
The stated objective of this future roadmap: to ensure the availability of at least one essential drug in each class of drug for a given pathology.
