Management of health insurance: the Mutuelle des FAR and the CNOPS seal a partnership agreement

The Royal Armed Forces Mutual Fund (FAR) and the National Fund for Social Welfare Organizations (CNOPS) signed, on Tuesday, December 20, 2022 in Rabat, an agreement aimed at strengthening their partnership and sharing their experiences and expertise in the management health insurance.

Signed by Colonel-Major Slimane Tehmouni, CEO of Mutuelle des FAR, and Abdelaziz Adnane, Director of CNOPS, this agreement reflects the excellent historical ties between the two parties dating back more than 6 decades and confirms their commitment to succeed in the project of universal social protection which enjoys the high concern of King Mohammed VI.

In the field of improving the services guaranteed by the two organizations and simplifying procedures, the Mutuelle des FAR and the CNOPS have decided to set up a coordination committee whose mission is to exchange experiences in the field the digitization and simplification of registration procedures, outpatient care and third-party payment, the objective being to facilitate access to services and guarantee the protection of beneficiaries’ personal data.

With regard to medical control, the directors of the Mutuelle des FAR and the CNOPS have agreed to coordinate their efforts in the areas of managing the situation of people with disabilities and people with long-term conditions. and expensive.

They also agreed to work together to strengthen their systems for combating fraud and monitoring the pricing of services and to share their expertise on the costs and prices of medical services such as drugs, medical devices, biological analyzes as well as other reimbursable benefits.

They also agreed to exchange their experiences in the field of negotiation of agreements with care providers and the management of care in Morocco and abroad. The two parties have decided to strengthen their partnership in terms of sharing data relating to investment management strategies, strengthening financial governance and managing financial reserves.

They have also included in this agreement the exchange of expertise in the management of strategic programs and projects and the coordination of efforts in all areas aimed at improving medical coverage in terms of claims management, partnerships with care providers or actuarial studies.

Speaking at the signing ceremony of this agreement, Colonel-Major Slimane Tehmouni underlined that this partnership with CNOPS will give new impetus to the privileged relations uniting the two parties, just as it will contribute to the consolidation of the cooperation that has always existed between Mutuelle des FAR and CNOPS.

After noting that the success of the social protection project in which Morocco is committed requires the support of all the establishments concerned, the official considered that this type of agreement constitutes an effective mechanism capable of ensuring this success and thus improve the services provided to users. In this sense, he argued that the exchange of experiences and expertise will be beneficial to members, in particular through the improvement of the quality of services and the simplification of procedures.

For his part, Abdelaziz Adnane welcomed the work accomplished at the level of the Mutuelle des FAR, which enabled the signing of the said agreement, as well as the coordination that has always prevailed between the two organizations. He also recalled that the signing of this agreement takes place in a context marked by the implementation of the royal project for the generalization of social protection, welcoming the governance and the quality of the services provided by the Mutuelle des FAR.

Abdelaziz Adnane also insisted on the need to work on the management of compulsory and complementary health insurance, noting that the Mutuelle des FAR has managed to manage costly services.
