Several players are having problems at the start of the weekend with Xbox Live. the SAV Xbox confirmed a major outage that has been dragging on for a little while now.
Article update: Microsoft has just announced that the issues mentioned below should now be resolved. You should then be able to launch your games and enjoy Xbox Cloud Gaming without any problems.

Major outage affecting game launch and Xbox Cloud Gaming
When an outage occurs on Xbox Live, we immediately see it on the Xbox Live status page. Xbox has just updated its status, a problem is well underway in the categories “Games and gaming” as well as “Cloud Gaming and remote games” since last night.
Many of you are unable to launch digital games or games via Xbox Cloud Gaming and it is in particular because of this failure.
