□ In the 2022 revised curriculum, the curriculum was greatly strengthened* to reduce the learning burden of students and to enhance the autonomy of teachers in reorganizing the curriculum.

* In order to expand textbook writing and class autonomy, it has been continuously promoted since the 2007 revised curriculum in the direction of simplifying the description items and contents of the national curriculum.

ㅇ In accordance with this direction, the ‘learning element’ item presented at the bottom of the current curriculum achievement standard has been deleted from the document system of all subjects.

ㅇ Through the research on ‘Preparation of Standards for Development of Curriculum for 2022 Revised Curriculum’, which has been promoted since February 2021, a plan to improve the document system for the 2022 revised curriculum, including the omission of ‘learning elements’, was prepared and announced in November 2021, and the policy research team also delivered.

□ According to the omission of ‘learning elements’ and the direction of strengthening the curriculum, the amount of description in the history curriculum document was also reduced compared to the current curriculum.

ㅇ The policy research team, which was formed in December 2021 and developed the history curriculum, is also limited to some historical events that serve as major starting points for changes in the times, such as the ‘March 1 Movement’, ‘8/15 Liberation’, and ‘4/19 Revolution’. , and since the interim report submitted by the research team to the Ministry of Education in March 2022, the ‘5·18 Democratization Movement’ was not included.

※ This is not an intentional omission, but a change in the curriculum document system. In the current history curriculum, 102 of the 129 high school ‘Korean history’ learning elements are not described in the 2022 history curriculum.

ㅇ In addition, public participation communication channels that have been in progress since the end of August 2022 (‘22.8.30-9.13.), public hearings (‘22.9.30.), administrative notices (‘22.11.9-11.29.), etc. Through this, a wide range of opinions were collected, and no separate issues were raised in relation to the ‘5·18 Democratization Movement’ during this process.

□ Deputy Prime Minister and Minister of Education Lee Joo-ho said, “To help students learn the spirit of the 5 18 Democratization Movement, we will reflect major historical events along with the ‘5 18 Democratization Movement’ in the ‘Criteria for Compilation of Textbooks’ so that they can be described in textbooks. .”
