The decree set several objectives for the upcoming visit, including:
- “Stopping the ongoing aggression on the southern governorates, the complete and immediate withdrawal of the Israeli occupation forces, and affirming that the State of Palestine has jurisdiction over the entire territory of the state.”
- “Restoring national unity under the umbrella of the Palestine Liberation Organization as the sole legitimate representative of the Palestinian people, and enabling the government to assume its duties effectively in all the territories of the Palestinian state, especially in the areas of relief and reconstruction.”
- “Launching a political process that begins with Palestine obtaining full membership in the United Nations and implementing the two-state solution in accordance with international legitimacy resolutions and the advisory opinion issued by the Supreme Court of Justice.”
The decree stipulated the formation of a preparatory committee to “follow up on the arrangements for heading to the southern governorates with international and regional parties,” in addition to “conducting a national dialogue with all parties to reach a national vision on all important related issues,” and “political, diplomatic, and legal action and mobilizing energies at all Arab, Islamic, and international levels in order to implement the plan approved by the Palestine Liberation Organization.”
Abbas announced his intention to go to the Gaza Strip with members of the Palestinian leadership during a speech he gave before the Turkish National Assembly last week.
Earlier, Abbas confirmed that the Palestinian leadership has a plan for the return of refugees and the comprehensive reconstruction of the Gaza Strip.
