Mahakim.ma: Enhancing Access to Justice Services through Digital Transformation

In September 2022, the Ministry of Justice announced the official launch of four new digital services with the aim of making access to its various services easier for all users.

In recent years, the digitization of public services has made significant progress, in particular thanks to the adoption of laws aimed at simplifying administrative procedures. This progress is part of a context where citizens no longer hesitate to share on social networks the various scandals they encounter within administrations.

This experience of the digitization of justice in Morocco was also presented recently, during the work of the 4th regional seminar of the Support Project for Francophone Open Governments (PAGOF) which was held on July 19 and 20 in Abidjan, Côte d’Ivoire.

On this occasion, Katir Halima, in charge of digital transformation projects at the Ministry of Justice, highlighted the unifying portal for access to judicial services, entitled “mahakim.ma”. This portal offers various functionalities, such as the follow-up of complaints and minutes, as well as access to the schedule of hearings and reports of court cases.

According to the same source, this portal allows users to consult announcements of real estate and movable auctions displayed in the various jurisdictions of the Kingdom. In addition, it makes it possible to identify the competent court and to follow in real time the execution of judgments, in particular against insurance companies.

The idea is to bring judicial information closer to citizens and users by facilitating access to it. This initiative is part of the “Digital Transformation of the Administration” project. This is a strategic project originating in the High Royal Guidelines.

Katir Halima also underlined during his speech the political and geopolitical context of the country, as well as the socio-economic context linked to this initiative.

He thus emphasized several aspects, including the High Royal Directives, the 2011 Constitution, advanced regionalization, the treaties and conventions signed and ratified by the Kingdom, the improvement of the business climate, the Justice Reform Charter, the right of access to judicial information, the National Plan OGP (Open Government Partnership), the New Development Model, as well as the Social and Judicial Assistance Projects. All of these elements contribute to supporting and justifying the implementation of this digitization approach in the judicial field.

It should be noted that the project is aimed at different audiences. These include, among others, litigants, citizens, businesses, legal professionals, as well as court staff and court partners.

At the same time, the expert highlighted the success of the mahakim.ma portal, which has become one of the most visited sites nationally.

Among the objectives achieved through this project is the facilitation of access to information and to legal services, such as mapping and announcements of auctions. In addition, a growing and active participation of actors of the judicial ecosystem in the use of the portal has been recorded. The project thus contributes to transforming the culture surrounding the offer and use of judicial services by adopting a more modern and digital approach.

Last but not least, the digitization of justice has facilitated access to information for MREs (Moroccans residing abroad), strengthened online interaction between litigants and the judicial administration, and reduced flows at the level of court reception desks.

It should also be recalled that the 2023 regional seminar in Abidjan follows on from those that took place in Tunis in 2015, in Abidjan in 2019 and in Ouagadougou in 2022. Its objective is to bring together French-speaking African countries around the concept of open government, to share and promote good practices at the regional level, and to support the accession efforts of French-speaking African countries.

For his part, the Ivorian Minister of Trade, Industry and Promotion of SMEs, Souleymane Diarrassouba, opened the meeting by explaining that his main objective is to promote constructive dialogue, in order to encourage governments to be more open and transparent, thus strengthening citizen participation and the culture of accountability.
