Plasencia delivered the credentials in the Colombian capital at the beginning of September, in the framework of the reestablishment of diplomatic relations between Bogotá and Caracas, following the arrival of President Gustavo Petro.
Maduro announced on his Twitter account that Plasencia will now be the new secretary of ALBAthe regional bloc promoted at the time by the Venezuelan Hugo Chávez and the Cuban Fidel Castro to strengthen relations between the allied governments in the Latin American region.
