Rodríguez Cabello, who graduated from the Venezuelan Military Academy in 1987 and retired in 2020, was appointed last year by the Venezuelan president as the sole authority of Guayana Esequiba and had previously been designated vice president of the supervisory board of the state-owned Venezuelan Corporation of Guayana (CVG)after a corruption scandal in CVG and Petróleos de Venezuela (Pdvsa).

The new head of Sebin is the cousin of the Minister of the Interior and Justice Diosdado Cabelloaccording to various media.

At the head of the Dgcim and the Presidential Honor Guard (GHP) will be Major General Javier Marcano Tábatawho graduated from the Venezuelan Military Academy in 1991.
