Maastricht vs. Flanders: The Legal Battle Over Tram Funding

The Dutch municipality of Maastricht will take Flanders to court over a refusal by the Flemish government to reimburse it 19.6 million euros, invested with the Dutch province of Limburg to finance a tram link between Maastricht and Hasselt. Flanders ended this project last year and Maastricht considers that it is contractually obliged to reimburse the sum invested.

This is what emerged on Tuesday from a letter from Dutch mayor Wim Hillenaar to the Maastricht municipal council. The latter has already adopted a motion aimed at preventing the bill from falling on Maastricht taxpayers. Attempts at mediation were not successful, according to Maastricht, which still recovered an amount of 3 million euros, Flemish compensation for the shortening of part of the tram line in Maastricht.

The Dutch municipality, however, judges that Flanders still owes it 19.6 million euros, which the Flemish Region refuses to pay, according to this letter. Plans to connect the cities of Maastricht and Hasselt date back to 2004. However, the connection never saw the light of day, due to various problems. Thus, in Maastricht, the rails might not be extended to the station because of a bridge in the city which cannot support the weight of a tram. Flanders ended the project in May 2022
