The Government today (16th) invoked the Prevention and Control of Disease (Compulsory Testing of Certain Persons) Regulation (Cap. 599J) to make a declaration of restriction and testing, which will be restricted to designated “restricted areas” in Shatin from 1:00 p.m. Yiu Ping House, Yiu On Estate, Shatin, excluding the people in the Hong Kong Shinto Association Yiu On Integrated Rehabilitation Service Centre and the Hong Kong Shinto Association Creativity Square (Ma On Shan) located on the ground floor, must stay on their premises and undergo compulsory testing. Persons to be tested are required to wait at their premises until all identified persons in the “restricted area” have completed their tests and the relevant test results have been roughly confirmed, before leaving their premises. The government aims to complete the operation at regarding 1pm tomorrow (17th).
A government spokesman said that under Chapter 599J, the government can make restrictions and test declarations according to the needs of epidemic prevention. As the new coronavirus was detected in the sewage samples discharged from the above-mentioned buildings, it was suspected that there were invisible patients in the buildings, and following evaluation, the risk of infection in the relevant areas was higher. Those tested must be tested by 10pm tonight.
In addition, according to the compulsory inspection announcement, anyone who has been in the above-mentioned building for more than 2 hours from the 3rd to the 16th of this month, even if he was not in the “restricted area” when the “relevant announcement” came into effect, must also be in this week. The government urges those tested to cooperate fully, to register and take the test, and to stay at home and wait patiently for the results. The government will seriously follow up on the compliance of persons under inspection with the announcement of mandatory testing and the announcement of restrictions and testing. Any relevant person who fails to comply with the mandatory testing announcement commits an offence and is liable to a fixed fine of HK$10,000 and will receive a mandatory testing order requiring the person to undergo testing within a specified period.
