The sites of l’Adem, de MyGuichet, du Statec, de la CNS ou encore des differents ministères all displayed a maintenance message in Luxembourgish: «We will be there for you once more as soon as possible. This site is currently unavailable. However, we remain on the phone number 2478-2478 ze erreechen” (We will be back as quickly as possible. This site is not available at the moment. At 4 p.m., the government crisis unit which met following this attack indicated that several state websites were victims of “a cyber DDOS (distributed denial of service) attack”, and this since Thursday Morning. This type of attack involves saturating the targets’ computer resources.
According to a message circulating on Twitter and Telegram, the attack was carried out by a group of pro-Russian hackers, who claimed responsibility for it. The press release describes Luxembourg as a “dwarf state” which, “like its EU neighbors”, has decided to “participate in the Czech initiative aimed at purchasing ammunition for Bandera’s supporters”. The letter ends with the words “Glory to Russia.”
The Czech Republic has launched international cooperation to purchase a total of 800,000 artillery cartridges from former Soviet stocks in third countries and make them available to Ukraine. Luxembourg had agreed to contribute financially to this project; coordination with Belgium and the Netherlands is currently underway.
Pirate MP Sven Clement also suspected Russian circles of being behind the attack, he explained on the radio 100,7. The crisis unit, however, denied to our colleagues at Wort that the attacks are linked to the visit of the Ukrainian Prime Minister on Tuesday. The Luxembourg army seized the HCPN.
“The necessary measures” taken by the crisis unit
Since 5:30 p.m., it has been possible once more to surf on sites managed by the State, a sign of the takeover of the IT ecosystem by the mobilized services. “In accordance with the “cyber” plan and following an in-depth analysis of the situation, the crisis unit has set up an operational unit, made up of experts who constantly monitor the situation and take the necessary measures,” said immediately indicated to the said crisis unit.
The goal of hackers is often to take ownership of their attacks. The CTIE did not provide any details on the source or perpetrators of the attacks. “These are attacks coming from various sources on the Internet,” explains Patrick Houtsch, director of the State Information Technology Center (CTIE). However, CTIE experts managed to repel the attacks early in the evening.
