A lump sum payment of arrears is expected in the near future: Almost 13,000 pending cases it is estimated that they will be repaid until the end of next month, with the relevant process already underway. As soon as the payment of the pending lump sums is completed, the new applications will also begin to be paid. Naturally, the so-called overdues come first, for which the quarter in which they should have been paid to the pensioners has passed.
The delay – as e-EFKA sources point out on enikonomia.gr – is due to the delay in issuing the pension decisions for the main public pension, which is a condition for the issuance of the supplementary and lump sum.
How many lump sums are awarded each month
Each month they are awarded in one lump sum to an average of almost 4,000 pensionersat a rate that helps payouts outnumber pending applications.
According to the agency’s data, in the 9 months of January – September 2023, 34,901 pensioners were paidwith a total amount of 718 million euros, i.e. 4,000 more than in 2022 (31,178 one-off).
Currently approximately 27,000 applications submitted between January and October 2023 are pendingof which 13,000 are so-called overdue, which has passed the quarter in which they should have been paid to pensioners.
By law, established three-month deadline for the issuance of a supplementary pensionwhich begins with the issuance of the main pension, as well as a period of six months for the one-off grant, starting from the date of submission of the relevant request.
In order for the State to calculate the lump sum together with the final pension, an electronic display of the employment history of the insured is required through the “electronic DAYK” which began to be applied to the EFKA State pensions.
What has changed in the way the lump sum is calculated?
As can be seen from the relevant data, for 70% of pension applications due to old age in the State with insurance time in a Fund, pensioners are paid in one lump sum before they close two months from the payment of their final pension, while pending payments are expected to run at the same rate.
When the pensioner’s file is “clean”i.e. he has all the welfare contributions without gaps or insurance in other funds, the times of awarding the lump sum can be “closed” even in a month and a half by the State.
It should be noted, however, that the lump sum is reducedas it is calculated in a double way after 2014. Specifically, with the law 4387/2016, the contributions paid from 2014 onwards to the welfare funds of the public and private sector are not reciprocated.
With the change in the calculation method, the more years the employee has spent with the old regime, the bigger lump sum he will receive.
In other words, an employee who retired in 2023 with 36 years will receive two lump sum payments, the first lump sum payment will be for the years up to 2013 and will be calculated at 60% of the average monthly earnings of the five years 2009-2013, over the insurance years up to 2013 and the second payment will is the refund of the contributions you paid from 2014 to 2023, without interest.
How much is the average lump sum
The average lump sum paid by all Public Welfare Funds is 22,942 euros, and 15,881 euros is the average lump sum for private sector Welfare Funds.
So, the lump sum for civil servants amounts to 23,972 euros average.
The one-off for ELAS-Fire Service is 23,667 euros.
For retired municipal employees the lump sum amounts to 21,872 euros.
At DEKO (OSE-OTE-PPC etc.) the one-off average varies between 27,817 euros and 58,294 euros.
However, there are also agencies that give higher lump sums which are financed only by the contributions of their employees.
In addition to the change in the method of calculation, the abolition of social resources in 2013 led to the gradual reduction of lump sums.
