President Luiz Inácio Lula da Silva said yesterday (14/9) in Brasília that he defends the convening of the National Energy Policy Council (CNPE) to increase the mixture content of biodiesel and diesel oil to 14%. He justified that Brazil already has the conditions to produce more biodiesel and this expansion is important for the country to become one of the leaders in the production and supply of biofuels for the planet.

Currently, the mandatory mixture of biodiesel with diesel oil is 12%. Schedule established by CNPE foresees annual increases to 13% from 2024; to 14% from 2025; and to 15% from 2026. The 12% content has been in force since last April.
Today, at Palácio do Planalto, in Brasília, President Lula participated in the ceremony announcing the government’s bill that creates the Fuel of the Future program. And the president dedicated a good part of his speech to dealing with biodiesel.
Regarding the increase in the mixture content, which is the necessary signal for plants to expand biodiesel production, Lula declared: “And I want to ask businesspeople, Minister Alexandre (from the MME), Lula spoke regarding the biodiesel production chain, implemented in the early 2000s, when he was serving another term as President. “I want to congratulate the entrepreneurs who believed. I know that many biodiesel plants have closed. And if it’s up to me, we’ll recover them all.(…) If (the country) had taken seriously, following I left the government, this alternative fuel policy, we would be more important today than we are (in the production of biodiesel and other clean fuels)”, he stated.
“And I want to ask businesspeople, Minister Alexandre (Alexandre Silveira, from the Ministry of Mines and Energy, who presides over the CNPE), to invite the National Energy Policy Council once more and, who knows, we can increase it, from 12% to 13 %, from 12% to 14% because it has been proven that it is possible to increase production (of biodiesel). We don’t have to depend on someone telling us whether we can or can’t. It is the decision of the Brazilian government”, stated the President of the Republic.
FPBio defends improvements in the legislative discussion
The bill announced by the federal government that establishes the Fuel of the Future program should undergo changes in its text during discussions in the Chamber of Deputies, according to the Mixed Parliamentary Front for Biodiesel of the National Congress (FPBio). The proposal of the parliamentary front is to discuss in the legislative process, in addition to the government’s proposal, the evolution of the blend content of biodiesel to diesel oil and the creation of a system for tracking the quality of diesel B, which is sold at gas stations to consumers. .
Since there are other legislative initiatives with similar proposals, such as PL nº 4196/2023, by federal deputy Alceu Moreira (MDB-RS), president of FPBio, parliamentarians have already articulated the consideration of the projects. Joining means determining the joint processing of propositions that deal with the same or similar subjects. When a proposal presented in the Chamber of Deputies is similar to another that is already being processed, the Chamber Board determines that the most recent one be attached to the oldest one.
FPBio evaluates the possibility that both the government’s PL and Alceu Moreira’s are attached to PL 528/2020, reported by federal deputy Arnaldo Jardim (Cidadania-SP), which deals with the mixture of biodiesel and fossil diesel. According to Alceu Moreira, the consolidation of the projects will qualify the national discussion around the issue and ensure due space for the coexistence of different types of biofuels, with a view to the transition to a low-carbon economy.
Regarding the diesel B quality tracking system, deputy Alceu Moreira considers that the implementation of this system – provided for in PL 4196/2023 – “means safety for consumers. It is necessary to track the entire production process of biofuels and mineral diesel, as well as storage, mixing, distribution and even the sales process”, states the deputy.
