Life after the special operation: who will restore the cities of Ukraine

– How is the establishment of peaceful life in the territories of Ukraine that have come under the control of Russian troops? Are new authorities being formed there?

– Everything goes on as usual. The military-civilian administration of the Zaporozhye region, created on my initiative, became a pioneer and an example for other territories – Kherson, Kharkov, Chernihiv, Sumy, Kiev regions. Other regions are still lagging behind us, although Zaporozhye itself is still under the control of the Zelensky regime.

70% of the territory of the Zaporozhye region is under the control of Russian troops, but the regional center is still under the control of the Ukrainian authorities. The military-civilian administration is an institution of wartime power for interacting with local elites and building relationships with those people who want to be useful to their countrymen, relatives and friends.

– In the Kherson region, the “Committee for the Salvation of the Kherson Region for Peace and Order” has already been created. And one of its members was killed yesterday…

– Pavel Slobodchikov was shot yesterday in Kherson. This is a person who was engaged in organizing peaceful life and restarting the life support system of the city.

We are faced with a regime of sabotage by the so-called “local elites”, but in fact – the classic Ukrainian officials-hucksters, who apparently believe that the word Ukraine comes from “steal”.

Recently, we came across a story when the vice-mayor of Energodar, Ivan Samoydyuk, upon receiving humanitarian aid from the Red Cross, immediately tried to identify it in several of his stores for sale. He was detained, and we organized the distribution of food by the forces of the National Guard.

Samoydyuk is a native of Western Ukraine, an alien character, one of those who were sent in large numbers to the cities of Eastern Ukraine to strengthen the Western vector. This process has been going on since the beginning of the 1990s and has especially intensified in the last 8 years.

Any city, especially a large one, is a very complex mechanism in which there are a lot of things that we usually do not notice in civilian life. These are heating, hot and cold tap water, electricity supply, street cleaning, urban transport.

As soon as the territory leaves Ukraine, Zelensky and his accomplices are trying to disrupt all this. Or the sabotage mode is activated through officials who were integrated into the vertical of power, participated in some kind of corruption schemes and each of which has a folder, besides, they are involved in relations with neo-Nazi organizations. As, for example, the former mayor of Melitopol Ivan Fedorov, who for 8 years, being the deputy governor of the Zaporozhye region and the mayor of Melitopol, created a stable group along with the extremist Right Sector banned in the Russian Federation. He “highlighted” the most successful business for the militants of the Right Sector, where they then came and engaged in extortion, and then shared with Fedorov.

– Was he really exchanged for conscript soldiers who were captured?

– Yes, he was exchanged for 9 of our soldiers. The guys escaped a huge danger, as our soldiers who were captured are tortured and even killed. Suffice it to mention the confessions of one of the Ukrainian doctors, who, on the air of a TV channel owned by the oligarch Akhmetov, said that he had given the command to castrate the captive children who end up in Ukrainian hospitals.

On our side, prisoners are treated in exactly the opposite way: not only servicemen of the Armed Forces of Ukraine are being treated, but even representatives of Nazi battalions. They must answer according to the law, and not through lynching and murder. This is where we differ from them.

There is one more topic. Thousands of families in the liberated territories today faced the fact that, at the command of Zelensky, the possibility of issuing birth certificates to parents of children, as well as marriage registration documents, was blocked. Only death certificates can be issued. This is an electronic system, and it is blocked from Kyiv. Thousands of newborns born this month have no documents. It’s like they don’t exist.

Parents turn to me, and I prepared an appeal to the President of the Russian Federation with a request to develop an algorithm for issuing Russian documents to these children and thus legalizing them. That is, the same thing is happening here as in the Donbass, only in an accelerated version. There, too, passports were not renewed, new ones were not issued. And first local passports began to be issued, and then Russian passports. So I hope that these newborn children will already become little Russians.

– How are relations with representatives of the old administration developing, do you find a common language with them?

– The process has begun. Communication is underway, work is underway with representatives of local authorities and, most importantly, with the deputy corps. Deputies are closer to people and better understand their aspirations and concerns. In the Zaporozhye region, we already have several deputies of local councils and the regional council in our team – some openly, some behind the scenes. People are ready to perform their functions and ensure the life of settlements.

Plus, several heads of the United Territorial Communities (UTC) began to interact with us. Although these people have a very great fear, they are well aware of the fate of two killed and at least three detained mayors who began to interact with the military-civilian administration in the Kharkiv and Kherson regions. The fate of these people did not bother Zelensky at all, unlike the fate of Ivan Fedorov. Because following the arrest, Vanya told us a lot of interesting things regarding the cases that connected him with Zelensky – including drug trafficking, which went through the military airfield of Melitopol with the assistance of the British and American military.

– Probably, a partisan struggle will unfold in the territories of Ukraine by supporters of the Kiev regime. How can you deal with it?

– With tough actions, there will be no partisan struggle. If there is a targeted neutralization within the framework of the current legislation of all those who commit illegal acts, then everything will end very quickly. A vivid example is Melitopol, where, following the arrest of several provocateurs who earned a lot of money on protest actions, some of them immediately deflated, some asked for freedom with the words “I won’t do it once more”, and some sincerely repented. Because they saw what fate they were preparing.

Money was spent on them not just so that they would go to rallies, but to turn them into “sacrificial rams” when necessary, and accuse us of their murders.

For example, during one of the marches of Zelensky’s supporters in Melitopol, we neutralized the couch of a sniper who was preparing to kill one of the participants in this event from the attic of one of the houses. And then imagine it in such a way that someone from the Russian side shot peaceful protesters.

In such a situation, people’s brains turn on. People, 70-80% of the population, no longer want to be held hostage by 5-7% of active provocateurs. Therefore, we have now announced recruitment for the People’s Militia, with material and food support. People realized that no one but them would be able to organize life in their settlements.

The big problem is hundreds and thousands of militants who, under the guise of civilians, are trying to get out and get into the territories controlled by the Zelensky regime. They are detained every day. Thanks to Russia, we were supplied with gas analyzers that allow us to determine, by analyzing the surface of the skin, whether a person had a weapon in his hands. There have already been several provocations, when militants seized civilian cars on the highways, threw people out of them and tried to break through to the west. Already regarding a dozen such stories have been stopped, the cars have been returned to their owners.

– It is clear that it is too early to talk regarding it, but in the future the destroyed cities will have to be restored. Who will do this and at what expense?

– This is a big problem. We see that the tactics of the Zelensky regime is to substitute as much as possible precisely those cities in which the population is most loyal to the Russian Federation. And they will be the most destroyed in the end. Mariupol, Kharkov.

If there is a restart even of the remnants of the economy, then the restoration can be carried out by local forces, of course, with the help of the Russian Federation. On the other hand, I now communicate with dozens of people from all over the world – from Holland, Germany, Italy, Sweden, Switzerland, the USA, Canada, even Mongolia, and even with the whole prime minister of one of the African countries. All these people offered to help. Therefore, there is hope for these people who are ready to help us financially, organizationally, and by sending humanitarian supplies. But it is clear that the main burden of restoration will fall on the local population and on Russia. This is our common cause.
