Strengthening road safety through better local coordination

There is currently no obligation for medical checks to assess the driving abilities of drivers in France. However, since March 22, 2022, a decree requires driving fitness tests for certain people subject to heart problems, vision problems or addictions. The first recommendation of the CNSR does not aim to extend this obligation, but rather to raise awareness among drivers and general practitioners of the importance of fitness-to-drive checks to prevent accidents on the road. This recommendation particularly targets senior drivers, because drivers over 75 years old represent nearly 16% of fatal accidents, the second age group most prone to accidents, just behind young people aged 18 to 24 (17, 2%).

The second recommendation of the CNSR emphasizes the importance of coordination between local actors in terms of road safety. To do this, the National Road Safety Council is calling for the creation of a network of elected officials responsible for road safety at the local level. The objective? Improve data collection with annual publications to guide road safety policies at local level. By strengthening collaboration between the State and local authorities, this recommendation aims to harmonize road safety policies and to give more autonomy in this area to local authorities.

Prepare young drivers and improve visibility on the roads

Road safety is a concern at all times, but night-time travel presents a particular challenge, especially for vulnerable road users such as pedestrians, cyclists and e-scooter users. The CNSR therefore invites municipalities to carry out visibility diagnostics to strengthen road safety on the roads at night.

Finally, the last recommendation from the CNSR is aimed directly at young drivers. Since January 1, 2024, it is possible to obtain a driving license from the age of 17. The CNSR recommends supervising and raising awareness among young drivers as much as possible. To achieve this, the National Road Safety Council will pay particular attention to accident statistics. At the same time, the CNSR plans to set up online training as well as communications campaigns for young drivers in order to help them adopt calm and responsible driving on our roads.
