Libreville traders implore the magnanimity of Oligui Nguema to withdraw the municipal decree which hampers their activities –

At the end of an extraordinary general assembly held this Saturday, April 20, 2024, the National Union of Workers and Organizations in the Commerce Sector (UNASTRAC), requested the magnanimity of the President of the Transition, General Brice Clotaire Oligui Nguema to request the withdrawal of the controversial decree No. 000310/2004/PE/CL which severely suffocates the activities of economic operators and which increases the cost of living in Gabon.

“We very respectfully request Mr. President of the Transition, President of the Republic, Head of State, Brigadier General Brice Clotaire Oligui Nguema to take this problem head on, in order to help us by asking the delegate special of the commune of Libreville, to withdraw this decree which is now 20 years old and still used by the agents of the municipal general inspection (IGM)”argued Marie Itsiembou Nemeh, spokesperson

Well before requesting the Gabonese number one, UNASTRAC attacked before the Constitutional Court of the Transition this controversial decree No. 000310/2004/PE/CL establishing health regulations on hygiene and public safety for the commune of Libreville.

Although declared inadmissible because introduced after the date of publication of the said decree by the former Mayor of Libreville, André Dieudonné Berre, the constitutional court in its decision of April 9, ordered the applicant to provide more solid arguments for examining the case on its merits.

“The constitutional judge does not refuse the arguments and evidence placed in the file but relied on the late deadline for filing the request,” said Kieregouo Djos, president of UNASTRAC.

The missions of the said decree overlap with those of the General Directorate of Competition, Consumption and Fraud Control (DGCCRF), the Gabonese Food Safety Agency (AGASA) and the Institute of Public Hygiene and Sanitation (IHPA).

This decree from the Libreville Town Hall brings in several billion FCFA whose destination would not be the public treasury.
