In 1997, Li Guoneng reached an agreement with the then British House of Lords to appoint judges for the United Kingdom to come to Hong Kong. He said in a statement that the participation of overseas non-permanent judges in the work of the Court of Final Appeal has brought a number of advantages to Hong Kong’s judicial system, including enhancing confidence in judicial independence.
However, he admits that in the long run, Hong Kong needs to prepare for the participation of non-permanent judges from overseas to be lower than in the past, but he is confident that the quality of the Court of Final Appeal will not be affected because there are many professionals in the judiciary and the legal profession.
Li Guoneng also quoted that Wei Yande agreed in yesterday’s statement that “Hong Kong courts’ adherence to the rule of law, as always, is respected internationally.”
