LF-2021 Budget Execution: Final Results and Analysis

In a speech, the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, Faouzi Lekjaa, stressed that the liquidation bill relating to the execution of the LF-2021 determines the final results of the execution of the budget for the year 2021.

At the level of the general budget, the expenses incurred at the end of 2021 amounted to 390.22 billion dirhams (MMDH), while the revenue is estimated at 335.62 billion dirhams, i.e. an achievement rate of 105.18%, including 74.07% of ordinary revenue, said Mr. Lekjaa.

With regard to the Special Treasury Accounts (CST), the expenditure incurred relates to a total of 114.03 billion dirhams, of which 86.77% for the assigned accounts, adding that the LF has limited the resources of these accounts to 94.30 billion dirhams, he underlined.

With regard to State Services Managed Autonomously (SEGMA), the Minister noted that operating expenses recorded a total of 2.04 billion dirhams, noting that the final estimates of operating revenues amounted to 4.03 billion dirhams, for 4.19 billion dirhams collected.

As for the investment expenditure of SEGMA, continues the Minister, it amounted to 393.82 million dirhams (MDH), while the final evaluations of investment resources are estimated at 1.46 billion dirhams, for 1.47 billion dirhams collected.

Regarding the achievement rates, Mr. Lekjaa explained that the expectations of FL-2021 have been achieved, with overall rates set at 112% in terms of revenue and 79% in terms of expenditure.

The general budget recorded a negative balance amounting to 37.22 billion dirhams, while the CSTs experienced a surplus of 16.02 billion dirhams, he said, adding that the SEGMAs recorded a positive balance of 3.22 billion dirhams.

And to conclude that in general, the execution of the budget for the 2021 financial year shows a deficit of 17.98 billion dirhams stopped by the bill for the liquidation of the LF-2021.
