Before the end of the spring session, the State Duma will adopt legislative changes that are already under consideration and have received the support of the Cabinet
At a recent meeting between Prime Minister Mikhail Mishustin and the leadership of the Federation Council, Secretary of the United Russia General Council Andrey Turchak asked Mikhail Mishustin to support the bill of the working group on the NVO on the procedure for insuring special operation volunteers. He noted that in November last year, the State Duma provided for compulsory state insurance of volunteers participating in the SVO. But when the law was adopted, the mechanism for implementing the norm was not spelled out.
“Now they receive only payments stipulated by the presidential decree, while they are deprived of payments stipulated by the law on compulsory life and health insurance for military personnel. We have prepared a bill that eliminates this injustice,” Andriy Turchak said.
The head of government supported the initiative, noting that a review would be prepared in the near future.
Other legislative proposals of the working group on NEE issues also received support.
“Last week, we agreed with the Ministry of Labor on the final version of the amendments aimed at suspending fixed-term labor contracts for the period of SVO for mobilized and volunteers. We also prepared amendments with the Government on the transfer of part of the social assistance provided to combat veterans into cash, the introduction of a set of social services. I am sure that we will adopt these changes by the end of this spring session,” said Andriy Turchak.
Since the formation of the working group on IAS issues, 12 initiatives have already acquired the status of federal laws. Regional coordinators of the working group participate in this work. According to the secretary of the regional department of United Russia, the first vice-speaker of the ZSK, Nikolai Gritsenko, work with the appeals of the NWO members and their families is a priority.
