Representative Joanna Pérez (Democrats) presented a bill that prohibits the participation of artists who promote drug trafficking and other criminal activities in events financed with public resources.
The initiative has its origins in the controversy unleashed by the presence of the singer Peso Pluma at the Viña 2024 Festival. Sociologist Alberto Mayol kicked things off, publishing a column in BioBioChile entitled Featherweight in Viña: Sometimes you have to listen to the voice of the drug trafficker.
“And there he will be, the artist, the one who defends drug trafficking, the one who (it is assumed in Mexico) has worked for drug traffickers, who unscrupulously names them in his songs, who systematically talks regarding weapons and their use, the one who “He talks regarding how much women with small waists are worth, the champion of the great names of historical drug trafficking.”said the former presidential candidate.
The ball was picked up by councilor René Lues, who asked remove the Mexican artist from the festival gridand by the president of the TV board —one of the organizing channels—, Francisco Vidal.
“In my opinion, a public channel, if the complaint is proven, should not have a singer on its festival schedule who promotes gangs and drug trafficking. “It’s that simple”the former minister said to this medium.
The debate even reached the Government. Both the Minister of the Interior, Carolina Tohá, and the head of Justice, Luis Cordero, assured that the Moneda He does not like ideas linked to drug trafficking being promoted.
Featherweight Factor: Deputy Pérez’s project
Through a document, deputy Joanna Pérez indicated that “It is imperative to highlight that it is the duty of the State to establish public security policies to guarantee the protection and well-being of its citizens. Public safety encompasses crime prevention, protection of citizens and their property, crisis management, and promotion of a safe and peaceful environment.”
In that sense, he proposed adding a standard to the Law No. 19,928 on the Promotion of Chilean Music. Specifically, it seeks to add article 17 bis to the legal body:
“Article 17 bis.- Participation in massive musical events and concerts of artists, groups or artistic expressions that promote, incite, endorse, incentivize, promote drug culture, violence, the commission of criminal offenses, terrorism and the consumption of illicit psychotropic substances.
The same prohibition will apply to artists or groups whose income comes, in whole or in part, from the activities mentioned in the previous paragraph..
On the other hand, the Democratic parliamentarian’s bill indicates the following:
“It is prohibited, in cultural events of any nature financed, in whole or in part, with public funds, the participation of artists or groups that promote, incite, endorse, incentivize, promote or promote drug culture, violence, the commission of illicit acts.” “criminal crimes, terrorism and the consumption of illicit psychotropic substances”.
