Amid calls to “deport” illegal residents

The Lebanese Ministry of Interior launched a national survey campaign to enumerate and register the displaced Syrians, as part of new procedures to control their work and identify those who are legally in Lebanon. These government measures are taking place in light of political discussions and calls to “deport” those who are in Lebanon illegally, accompanied by pressure from Lebanese parties to return the displaced Syrians to their country.

Yesterday, the Minister of Interior and Municipalities, Bassam Mawlawi, sent a letter to the governors and, through them, to the mayors, municipalities and mayors in villages where there are no municipalities. To launch a national survey campaign to enumerate the displaced Syrians, to register all residents, to request the mayors not to organize any transaction or statement for any displaced Syrian before including proof of his registration, and to insist on not renting any real estate to any displaced Syrian before verifying that he is registered with the municipality and that he has legal residence in Lebanon. The circular also calls for conducting a field survey of all establishments and free professions run by displaced Syrians, and verifying that they have legal licenses to carry out their work. Mawlawi sent a letter to the Ministry of Justice; Hoping to circulate to notaries not to issue any document or contract for any displaced Syrian without stating a document proving his registration in the municipality of the town in which he resides.

Likewise, Mawlawi turned to the United Nations High Commissioner for Refugees to respond by closing the files of the displaced Syrians who return to their country voluntarily and not reopening their files even if they re-enter Lebanon.
