text of the law National Council for Mental Health Provided that a mental health fund shall be established at the Ministry of Health and Population, to be administered by a board of directors formed by a decision of the Minister concerned with health, headed by it or headed by one of his deputies, and the membership of each of the following: :
١ – Head of the Central Department of the Technical Secretariat of the National Council for Mental Health .
٢ – Secretary General of the General Secretariat for Mental Health and Addiction Treatment .
٣ – Head of the Central Department of the General Secretariat of the Ministry of Health and Population .
٤ – One of the members of the National Council for Mental Health, chosen by the Council .
٥ – A representative of NGOs interested in mental patients, chosen by the General Federation of NGOs and Institutions .
٦ – One of the public figures interested in mental health, chosen by the minister concerned with health .
٧ – Financial Controller at the Ministry of Health and Population .
٨ – Legal advisor to the Minister of Health .
The Council may seek the assistance of whomever it deems experienced. The Executive Regulations of this Law shall determine the Council’s work system and the method of issuing its decisions .
The fund’s resources consist of: :
١ – What is allocated to the fund from the state’s general budget, according to the financing section of the funds and accounts of the unified treasury account .
٢ – Fees for registering the establishments stipulated in Article (2) of this law in the records of the Regional Council for Mental Health, with a maximum limit of thirty thousand pounds for each facility that is paid in cash or by one of the non-cash means of payment. The implementation of this law stipulates the necessary conditions and procedures in this regard .
٣ – The proceeds of mental health stamps due for issuing medical certificates and reports, which are determined by a decision of the Minister concerned with health, at the rate of thirty pounds for the certificate or report. .
٤ – What leads to admission for treatment in mental health facilities, which is determined by a decision of the Minister concerned with health at the rate of one hundred and fifty pounds, to be paid by the facility in cash or by one of the non-cash means of payment for each admission case for treatment. .
٥ – Gifts, bequests and donations accepted by the Fund’s Board of Directors .
