On December 24, it was known that the municipal government obtained the award with Davivienda, Bancolombia and FDN to finance $2.7 billion for the project. Thus, the process of contracting works and phase 3 studies will continue, since the resources for future validity are assured: for the Municipality of Medellín, it is $800,000 million between 2024 and 2032 and for the Nation, it is $2.47 billion between 2024 and 2029. Yesterday was the deadline set for the firms interested in carrying out the construction to present their final offer and, thus, start the public tender. The current mayor’s office has strengthened it, and the road interchanges of Colombia with the 80 and San Juan with the 80, fundamental for the project, have made significant progress and are expected to be delivered this year. In any case, the goal is to operate the new transportation system in 2027.

Another of the flagship projects of Mayor Quintero’s Development Plan is Parques del Río Norte. In the December rendering of accounts, the president said that this January they would begin their works, but, days later, the Mayor’s Office confirmed that they are barely in the study and design stage and that, in reality, the start will be in the first quarter of 2023, that is, in the last year of government, with which there is the possibility that it will not be delivered in the current four-year period. What is certain is that this project covers one of the areas of the city with less public space, since it includes a section of intervention between the Madre Laura bridge, the Carabobo race, the Zamora bridge and the Medellín river. The work will have an approximate value of $220,000 million and will offer 70,000 new square meters of public space.

The project became a bet of the mayor after the pandemic, when he decided to take on loan (loan) this space that belongs to the EPS Saludcoop in forced liquidation, to adapt it and support the health network for covid care. No ICU beds were opened there, as initially promised, but a Special Respiratory Care Unit (Ucre) was opened, for people with respiratory insufficiencies, and other pathologies were treated to decongest the hospital network. The physical adaptation had an investment of $23,744 million and 6,154 patients were treated, between July 23, 2020 and October 31, 2021. A few weeks ago the Mayor’s Office presented a proposal to buy the place, valued at $96,000 million, but still no deal has been reported. If not completed, almost $6.9 billion could be lost due to infrastructure assets that cannot be removed from the site.

One of the most promoted proposals by the mayor and motto of his management is the Software Valley. He promised to build 21 Software Valley centers as technological enclaves that provide tools for the Fourth Industrial Revolution, that is, each commune and district will have one of these spaces. However, after two years of administration, only the one in San Javier has been delivered (in June 2021), a slowness that draws attention because it is one of the flags of the Development Plan. Regarding the others, the Mayor’s Office reported that there are six with works started (Belén, Castilla, San Cristóbal, Popular, Manrique and San Antonio de Prado), which will be delivered in the first half of this year, and six more are in the design stage. (Villa Hermosa, Robledo, Buenos Aires, October Twelve, La Candelaria and La América).

· Ayura Road Interchange: It began to be built in June 2019, the year in which it registered an advance of 21.4%. It involves several municipalities to connect Medellín, Itagüí and Envigado, crossing Las Vegas and Regional avenues and the southern highway. It was delivered in November 2021.
· Metrocable Picacho: Construction began in January 2018 and was delivered in June 2021 to benefit some 420,000 people.
· Oriental Metroplus: It began to take shape on July 17, 2012 and was inaugurated in July 2021, with 4.1 kilometers and aims to mobilize 16,000 people every day.
