After three fruitless meetings, marked by deep differences on the mode of governance, the dialogue commission of the September 11 agreement concludes that Montana does not want a multilateral dialogue. In a press release made public on Monday, August 1, 2022, this commission revealed that for the Montana team, the dialogue must take place only between the Primature and Montana, following which, if necessary, they will meet the other actors. While, conversely, the commission created by Prime Minister Ariel Henry on June 25 wants all the players to sit down on the table to initiate what it calls a multilateral dialogue.

Louis Gérald Gilles, member of the dialogue commission for the September 11 agreement, says he is surprised to learn that Montana has announced its withdrawal from the discussions. Dr. Gilles, who said he expressed doubts regarding their willingness to dialogue, denounced the delaying maneuvers of the delegation of the Montana Agreement Monitoring Office (BSA). According to him, Montana uses the question of governance to retract. Wanting to be the only protagonist, Montana no longer wants to be on the table of political discussions, ”explained Louis Gérald Gilles, contacted by the newspaper on Wednesday.

“The Montana accord wants the restoration of the three powers of the state with a two-headed executive during the transition. It demands that there be an oversight body that replaces Parliament with the prerogative of summoning and dismissing ministers. For us, it is a source of instability”, specified members of the dialogue commission of the September 11 agreement in the press release, a copy of which was sent to the editorial staff of the newspaper.

Faced with the posture adopted by the delegation of the August 30 agreement, the September 11 commission agreed to suspend discussions, review the negotiation agenda and make a counter-proposal to the team. of Montana, they pointed out in said press release. In a political negotiations document sent on Thursday, July 21, 2022 to the members of the Montana Accord, the ruling team proposes that the negotiations take place around “mechanisms to arrive at agreement on a common national project for the current transition period; define the political environment of the transition according to a consensual governance architecture; the issue of insecurity, the drastic reduction of armed violence and the dismantling of armed gangs and their supply networks”. Jacques Ted St Dic, member of the Montana Agreement Monitoring Office, told the newspaper on Tuesday July 26, 2022 that Montana did not intend to respond to the last counter-proposal of the negotiation agenda of the delegation of the Primature.

At a press conference on Tuesday August 2, 2022, at the premises of the Academy for training and development of executives (AFPEC) in Pacot, Jacques Ted St Dic indicated that Montana is fed up with the delaying maneuvers of the Prime Minister who has not no real desire to advance the dialogue that might lead to political negotiations. For the members of the BSA, the team in power has no desire to resolve the crisis. “The state constitutes a barrier to the resolution of the political crisis. The State is obstructing the renewal of the political system, a necessary condition for carrying out the elections, the creation of wealth”, declared Mr. St Dic.

“Basically the power does not want the country to reconcile with itself, nor does it want the country to organize the national conference. The men in power are haunted by the idea of ​​drawing up a constitution, of defining the modalities for setting up an Electoral Council. They want power so they can control everything,” he added.

“I encourage my brothers and sisters from Team Montana to get back on the dialogue table. It is time to prioritize the interests of the country over those of the groups.
