Law No. 210 of 2020 amending some provisions of the Psychiatric Patient Care Law promulgated by Law No. 71 of 2009 approved the formation of a committee that regulates the practice of psychological treatment for non-physicians.
Article 35 bis stipulates: “A committee shall be formed to regulate the practice of the profession of psychotherapy for non-psychiatrists as mentioned in this chapter, and it will be called the “Committee for Regulating the Psychotherapy Profession for Non-psychiatrists”, chaired by the Head of the Central Department of Therapeutic Medicine, and the membership of each of the following:
1- Head of the Central Administration for Non-Governmental Therapeutic Institutions and Licensing.
2- Head of the Central Department of the Technical Secretariat of the National Council for Mental Health.
3- One of the members of the Council of State, of at least the rank of advisor, to be chosen by the President of the Council.
4- Secretary General of the General Secretariat for Mental Health and Addiction Treatment.
5- A representative of the Medical Services Department of the Armed Forces, chosen by the Director of the Medical Services Department of the Armed Forces, provided that he is a specialist in psychiatry.
6 – A representative of the medical services sector at the Ministry of Interior, to be nominated by the Minister of Interior, who must be a specialist in psychiatry.
7- The President of the Egyptian Psychiatric Association, or his representative.
8- The head of the Association of Psychologists or his representative.
9- Three professors of psychiatry, to be nominated by the Supreme Council of Universities.
10 – Three professors of clinical psychology from Egyptian universities who have a license to practice the profession, to be nominated by the Supreme Council of Universities.
11- A representative of the Egyptian Medical Syndicate, to be nominated by the Syndicate.
The committee may seek the assistance of whomever it deems experienced, without having a counted vote in the deliberation, and the meeting of the committee is not valid unless attended by at least eight of its members.
The committee submits its decisions to the minister concerned with health within one week from the date of its issuance, and the minister issues his decision of approval or rejection within two weeks from the date the decision was submitted to him, otherwise the decision becomes effective.
