Landscape Decree: how the PS and Ecolo are trying to force the MR to bend

The PS plans to table a text in order to freeze the consequences of the Landscape decree for students at risk of being excluded from their course.

The reform of the Landscape decree has tensed up the political week. While they had voted for the text carried by the Minister of Higher Education Valérie Glatigny (MR), the three majority partners are no longer on the same wavelength.

Alerted by the FEF, PS and Ecolo fear that this text does not make a number of students unfundable by the Wallonia-Brussels Federation. How much exactly?

Minister Françoise Bertieaux (MR), who replaced Valérie Glatigny in her position during the summer of 2023, does not yet have an answer. “We depend on Ares (the Academy of Research and Higher Education) to collect this data,” explains the spokesperson for the liberal party.

Our goal is to find a solution for students. There is urgency, in relation to the next academic year, but also because the term ends in a few weeks. But we still have one some political margin.”

The PS solution

The fact that time is running out is also the concern of socialists. Sabine Roberty, the group leader PS, gets annoyed by the uncertainty. “We want to calm things down, we want to keep this majority. But in September, following the elections, will we have a government to worry regarding unfundable students? If we do not manage to eliminate this risk of non-financing financeability, we will do everything to freeze this point until June next year. For this, the only solution is to modify the decree, and therefore to submit a parliamentary initiative.”

The PS should first listen to Minister Bertieaux in committee and submit its text Wednesday next time, in the event of responses deemed unsatisfactory. “But first we give dialogue a chance.”

In this context, the PTB decree proposalwhich modifies the text voted by the majority and today criticized by PS and Ecolo, hardly seems likely to receive, next Tuesday, a alternative majority.
