Lack of overtime payment and absence of social security, labour breaches in the transport sector

Asuncion, IP Agency.- Following inspections carried out in the passenger and cargo transport sector last month, the Ministry of Labour found that the lack of payment for overtime and the failure to register workers with the Social Security Institute (IPS) are among the main breaches.

The Deputy Minister of Labor, César Segovia, reported that during this period 157 inspections were carried out, in which 278 drivers were interviewed. Of these, 43% reported working more than 8 hours a day without receiving the corresponding remuneration.

Furthermore, 23% (equivalent to 84 people) were not registered with the IPS at the time of verification, a situation that was immediately corrected to guarantee social coverage for workers and their families; 15% indicated that they had not taken vacations; 10% indicated that they had not been paid the bonus for 2023, and 9% stated that they did not have an employment contract.

In light of these findings, the Inter-Institutional Transport Commission has decided to carry out specific inspections of the companies with the highest number of complaints for labour violations.

“This data is crucial for our next actions. We will increase the number of companies verified and the number of interviews with workers, in order to ensure compliance with labour regulations throughout the transport sector,” Segovia stressed.

Greater control over cargo transportation

The agency also discussed the need to strengthen inspections on the road, with a particular focus on cargo transport, following the agreement reached with the union of this sector to postpone for 20 days the strike initially scheduled for August 20.

“We are carrying out monthly inspections, but so far, most of the inspected units belong to public passenger transport. We have agreed that in the coming weeks we will intensify the inspections on the road, expanding our coverage beyond the metropolitan area and prioritizing freight transport. We want to ensure that drivers are duly registered with the IPS, receive adequate remuneration and enjoy all the labor rights established by law,” concluded the deputy minister.

The director of the National Transportation Directorate (Dinatran), Luis Fernando González, participated in the meeting of the Interinstitutional Transportation Commission, along with representatives of the Vice Ministry of Transportation and the Directorate of Employer Labor Contribution of the IPS.
