“Through the stable and sincere cooperation we have built with the rector’s authorities, we will do everything necessary to make Greece a regional center of knowledge, research and innovation, with strong and outgoing public universities.”
With this marking on his part Minister of Education Kyriakos Pierrakakis the four days ended yesterday followingnoon proceedings of the 106th Synod of Chancellors which was hosted for the first time in a university space and he was the Conference Center of the University of Patras. Something, which was commented on by both the minister and the members of the academic community who left Patras with the best impressions of the welcome and hospitality provided to them by the university community of Patras.
«The Synod was an excellent opportunity to further deepen the ongoing dialogue between the Ministry of Education, Religious Affairs and Sports and public universities on matters of higher education added the minister.
Sure there were no specific announcements from Mr. Pierrakakis regarding the two big wounds of the universities where are we? understaffing and underfunding. As an example, we remind you that departments with seven lecturers cannot serve knowledge, education and innovation. An illustrative example for the University of Patras in recent years it is the Medical Department whose n understaffing even threatens the operation of the University Hospital of Patras.
THE SEVEN QUESTIONS OF EACHMI
From the discussion emerged the seven critical issues that are a priority for Greek universities:
• the increase in funding of operating costs
• financing of research
• the understaffing to all kinds of staff, which is exacerbated by staff mobility
• the okay projects in the new programming period
• the maintenance and building infrastructure upgrade
• the participation of the vice-chancellors in the Senate with the right to vote
• organizational issues of the Synod of Rectors
These issues were also discussed in the work of the Plenary Session of the Synod held on Thursday where they participated the Deputy Minister of Education, Religious Affairs and Sports Ioanna LytriviThe general secretary of Research and Innovation of the Ministry of Development Athanasios KyriazisThe general secretary of Information Systems and Digital Governance of the Ministry of Digital Governance Demosthenes AnagnostopoulosFrPresident of the National Authority of Higher Education Pericles Mitkas and the head of the General Directorate of Integrity and Accountability of the National Transparency Authority Maria Konstantinidou.
THE MEETINGS OF THE VICE-CHANCELLORS
The Conclusions of the Meetings of the Vice-Chancellors, which were approved by the Synod, and are an integral and essential part of the conclusions of the Synod include, among others, the following:
• Extension of deadlines certification of PMS
• Settlement of issues regarding the practical training of the students, as well as the Pedagogical and Teaching Proficiency.
• Measures to deal with understaffing of the HEIs to members of the Faculty, ETEP, EEP, EDIP and members of the administrative staff and introduction of regulations to control the mobility of the administrative staff of the HEIs.
• Strengthening Internationalization both through the organization Study in Greece and other extroversion actions and their generous funding on an annual basis.
• Establishment of a permanent Internationalization Committee with advisory work and specific responsibilities.
• Determination of strategic importance of the establishment of a Branch of the University of Patras in Alexandria.
• Increase in grant of the institutions’ regular budget. Special provision for increasing the funding of the Sectoral Development Program for the maintenance, upgrading, renovation and repair of building infrastructure in universities.
• Legislation for the simpler management of research programs
• Need for maintenance and renovation of Student Residences.
• Operation of Counseling & Psychological Support Centers and their reinforcement (human resources, financial tools, NSRF, etc.).
On the sidelines of the Plenary Session of the Synod, the first meeting of the representatives of all HEIs participating in European university alliances took place.
The Synod ended with the election of the new board for the academic year 2024-25, which consists of the University of Macedonia, Panteion University of Social and Political Sciences and University of Peloponnese.
