“Too many times the problem of exploiting a public property is that the law has to be changed in several cases, there is an inability to manage and exploit properties by a number of other ministries, while on the other hand, in the Ministry of Finance, in ETAD there is more experience, know-how or possibly a municipality or region has its own plan and can make use of it,” said Mr. Kyranakis.
He added that in a bill of the Ministry of Digital Governance that is expected to be voted on by September 25, the simplification “comes” with a provision, “which without a contract but with a joint ministerial decision and if a municipality is involved with a municipal council decision, the property is transferred and goes to the body that wants to make use of it”.
The deputy minister also emphasized that with the digitization of the Land Registry, in 2025, after three decades, land registration in the country will be completed. “It is our purpose and mission not only to show public records for the properties but for the investigating attorney to know which public entity has title to each property so that he can approach and potentially make a proposal for investment or exploitation”.
Alexandros Thanos, SETE appointed advisor, underlined, for his part, that the motivation of investors can be “the momentum and dynamics of tourism in order to make properties that are also of tourist interest economically viable”.
On behalf of DIMAND, the managing director, Nikos Dimtsas, commented on the registration of the properties that has been started by ETAD characterizing the effort as “an important step”. “We need to have certainty of securities, to know if they are basic, if they are on the beach, to know all their characteristics.”
“In order to draw up a strategy, you need to know your assets and categorize them”, noted ETAD managing director, Iro Hatzigeorgiou, adding that “strategic projects, our diamonds, are prioritized. Two examples are the Government in Thessaloniki and the property of Taekwondo in Faliro. We are working with TAIPED and we are going out to listen to the society what it needs”.
The managing director of TAIPED, Dimitris Politis, commented on the utilization of many properties so far, saying that “because the properties are of different shapes and needs, there cannot be one model”. “You have to approach the property by talking to the market,” he stressed.
Finally, the chief strategy officer of the Superfund, Machi Vanis, spoke about the drawing up of a holistic strategy, saying that “there we found ourselves in front of the problem, we saw that we had many gaps in our base. ETAD could not do a holistic strategy but exploitation individually, so that way you don’t maximize the value of his property. The first thing you have to do is to register and that’s how we started a titanic race to register 36,000 properties.”
