Regarding the direct system of superintendents, he called it “politicization of the classroom” and said, “We need to start discussing (system change) with the mayor/provincial governors, such as running mates and appointment systems.” In his economic policy, Acting Kwon suggested simplification of the corporate tax table and lowering the maximum tax rate to 22%. At the end of the speech, he called for cooperation between the ruling and opposition parties, saying, “I will prepare for the third leap following President Park Chung-hee’s industrialization and President Kim Dae-jung’s informatization.”
The Democratic Party criticized Kwon’s speech, saying, “As the ruling party, we should focus on showing policy results.”
Park Hong-geun, floor leader, pointed out, “The people appear 34 times and the regulation 24 times, but the words ‘Moon Jae-in’ and ‘Democratic Party’ seem to be used 28 times in total.”
Woo Sang-ho, chairman of the emergency countermeasures committee, criticized the statement emphasizing the “severe strictness of illegal acts of the strong union” in relation to the strike of the subcontractor union of Daewoo Shipbuilding & Marine Engineering, saying, “It seems too much for the ruling party leader to make reckless remarks of pressure.”
