Yamato Transport will outsource the delivery of its catalog and other delivery service “Kuroneko DMbin” to Japan Post from February next year, and will unilaterally terminate its outsourcing contracts with approximately 30,000 delivery workers nationwide. The National General Santama Labor Union (Kunitachi City, Tokyo) announced on the 11th that it had formed a labor union to demand collective bargaining from the company. (Okamoto Futoshi)

In June, Yamato announced that it would outsource direct mail delivery to Japan Post due to the “2024 problem,” which is a worsening shortage of logistics drivers. It is expected that the contracts of delivery drivers nationwide will end at the end of January next year. On August 6th, the newspaper “News Anata-Hatsu” reported that day care facilities for people with disabilities in Tokyo that have outsourcing contracts have been told that their contracts have ended and are feeling anxious.

◆The union is “actually a worker” and the company is a “sole proprietor”

The union argues that the delivery workers are part of Yamato’s DM delivery business, and that “in terms of labor, they are nothing but workers.” The company is requesting the continuation of outsourcing and is requesting collective bargaining.

Yamato has so far argued that delivery workers are independent business owners who decide whether to accept a request for work or not, and that “there is no actual situation in which they are de facto workers.” They say they are unable to engage in collective bargaining.

◆ 74 years old, distributes 6,000 letters a month and earns 120,000 yen

Delivery driver Hirozumi Takamoto (middle) speaks regarding the outsourcing contract with Yamato Transport at a press conference to form a labor union in Tachikawa City, Tokyo.

As a result of the business partnership between Yamato Transport and Japan Post, approximately 30,000 delivery workers who have supported the business up until now are facing the loss of their jobs. At a press conference in Tokyo on the 11th, Hirozumi Takamoto (74), an active delivery worker, said, “There was no detailed explanation of the reason at the site.I was planning to work for another 10 years, but I feel like I’ve been discarded.” ”, he said with regret.

Mr. Takagi has been in charge of Yamato’s delivery staff for 27 years, ever since the days when DM-bin was called “mail-bin.” His fee is 21 yen per delivery. Even though he delivers a total of 6,000 letters a month by delivering six days a week, the delivery commission fee is only regarding 120,000 yen, but he believes that it is a job he can continue to do for a long time, and has continued to do so diligently.

◆“Love your work and give convincing explanations”

In June, I suddenly learned from the news that Yamato and Japan Post were providing services. After a while, he was told at the sales office that his contract would be terminated at the end of January next year, but he says he has not received any further explanation. “I feel attached to this job,” he says. “I would like to at least be given a convincing explanation.”

Reiko Asakura, general secretary of the National General Santama Labor Union, was also present at the press conference and raised the issue. “Workers are used at very low prices and made disposable. Moreover, management does not have to take responsibility if they are suddenly fired due to convenience. This is not just a Yamato problem.(Mr. Takamoto and others) I want to put a stop to these kinds of problems by making it clear that this is the case.”

◆The company says, “We will support you as much as possible in the future.”

On the other hand, Yamato said in an interview with this newspaper, “We will refrain from commenting on individual cases. We would like to express our sincere gratitude to everyone who has supported our work so far, and at the same time, we would like to express our sincere gratitude to everyone who has supported our work so far, and we would like to express our sincere gratitude to everyone who has supported our work so far. I will do my best to help as much as I can.”

According to Takamoto, Yamato will pay 70,000 yen to delivery workers who have worked for the company for more than 10 years. Those who have worked until the end of January next year will be supported to find another job.
