From 2020, people registered as unemployed with the AMS have received a so-called education bonus in addition to unemployment benefit if they have taken part in training measures. For training durations of four months or more, there was an additional payment of around 190 euros per month. This bonus is now to be extended and expanded indefinitely as a training surcharge from 2024, the Ministry of Labor and Economic Affairs announced in a press release on Monday.
“Participants in AMS training courses receive staggered funding with the new training supplement, depending on the duration of the qualification, which significantly exceeds that of the training bonus. In addition, the NEW training supplement is valorized, i.e. adjusted to annual inflation and thus secured in value,” said Arbeits- und Economics Minister Martin Kocher (ÖVP). The aim is to encourage people registered with the AMS to undertake longer training and further education. “Particularly in the case of longer training courses, the level of livelihood security plays a special role in the decision to undertake training. Staggering the time according to the duration of the training is intended to make it easier to complete longer qualification measures and reduce dropout rates,” emphasized Labor and Economics Minister Martin Kocher .
The NEW training supplement includes three levels of funding. In level 1, training participants receive around 75 euros per month. Training participants receive this when they start a training measure, regardless of its duration. For training durations of at least four months, Level 2 receives funding of around 224 euros per month. If a training measure lasts at least 12 months, there is a surcharge of 374 euros per month in level 3.
“The education bonus has reached around 104,000 people since it was introduced, and due to the expansion of the target group, there will be more training surcharges,” said Kocher. “Next year, a total of 50 million euros will be available in the AMS budget for this purpose.” He expects around 145,000 people to benefit from the new training surcharge.
At NEOS, the training surcharge is now viewed critically: “If a job seeker gets paid training in addition to unemployment benefit, that is a bonus,” said NEOS social and economic spokesman Gerald Loacker, according to a NEOS statement. “But if the job seeker is also paid money for training, that makes starting work quickly unattractive,” added Loacker.
