A villa in Namdong-gu, Incheon, November 2021.

As a knife attack breaks out on the third floor, Inspector Park and the victim’s husband, who were talking outside, hear screams and go up the stairs.

Policeman Kim, who we met on the way down to the first floor, explains that the stabbing occurred while he pretended to hold a knife to his neck with his hand.

Then the victim’s husband ran up the stairs two steps at a time, but the police officers actually went down in the opposite direction.

Only the criminal and the victims remained at the scene of the riot, and the police officers who came out to the villa parking lot took out their Tasers and truncheons only dozens of seconds later.

But in the meantime, the common entrance to the villa was closed.

It was three minutes later that they entered the villa once more.

Meanwhile, the victim was stabbed in the neck with a weapon and lost consciousness, and the police officers brought out the criminal, whom her husband had knocked unconscious.

It is known that the victim, who underwent brain surgery, is still in a state of paralysis, and her daughter also suffered serious injuries to her right cheek at the time.

Today, the court sentenced the two former police officers who were dismissed in this case to prison for dereliction of duty.

Incheon District Court Criminal Division 17 Judge Lee Joo-young sentenced Inspector Park and Police Officer Kim to one year in prison and two years of probation, respectively, and ordered them to perform 120 hours of community service.

The court pointed out, “As police officers, the defendants had a duty to protect the lives and bodies of the public and suppress crime, but they abandoned their duties by leaving the crime scene,” and “undermined the public’s trust.”

At the same time, he said, “The victim wants to be punished,” and stated the reason for sentencing, saying, “Former police officer Kim admitted his mistakes in court and reflected on them, and took into account the fact that the defendants had no history of committing other crimes.”

When these former police officers were dismissed for ‘violation of duty of good faith’ following the incident, they also filed an administrative lawsuit claiming that ‘the disciplinary action was unfair’, but they lost and their dismissal was confirmed.

The victims have filed a lawsuit for 1.8 billion won in damages once morest the state, holding the government responsible for its poor response.
