King Mohammed VI pleaded in favor of a Pact for Action to face the climate challenge, stressing that “humanity can demonstrate through actions that the most ambitious objectives are not necessarily the least accessible” .
In his speech at the Global Summit on Climate Action, organized as part of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) being held in Dubai, the sovereign said: “C is a Pact for “small steps”, which has characterized them for too long.
In this regard, the sovereign noted that between climate action in “small steps” and the imminent climate challenges which are significantly imposed, a gap is being created that must be filled without delay. From this angle, the king affirmed that between the voices of those who resign themselves to “small steps”, and those who only swear by
“major ruptures”, there is a path made of pragmatism of course, but also of voluntarism, ambition and vision. “This is the path that we must make our own, if our goal is always to live up to the commitments made at COP 21 in Paris in 2015, and at COP 22 in Marrakech in 2016,” said
insisted Mohammed VI.
While admitting that the conclusions of the first Global Assessment of the implementation of the Paris Agreement attest to a universal dynamic around the climate issue, the Sovereign affirmed that “the adaptation efforts observed remain fragmented, progressive and very unevenly distributed between regions, and particularly for those most vulnerable to the devastating effects of climate change”.
Bold measures are not organized in half measures, even less according to an isolated vision “which only exacerbates the risks, amplifies the damage and increases the material, natural and human losses”, continued HM the King, noting in this regard that the global management of the climate crisis can only move towards an approach more adapted to national constraints, centered on sustainable qualitative growth and above all on a vision with a humanist vocation.
The Sovereign, in this context, underlined that the deep conviction of Morocco, whose climate commitment is a precursor, is materialized through several strategic and political levers, including a Determined National Contribution increased in 2021. The Sovereign cited in this context the New Development Model designed with sustainability in mind and the National Sustainable Development Strategy, designed and implemented from a perspective of strong inclusion.
“In Morocco, the rise of Renewable and Sustainable Energy, the development of competitive green hydrogen sectors, our growing connectivity with global markets and the organization of a Football World Cup between two continents are all proof of the vision of regional integration that we carry,” added the Sovereign.
Noting that it is this action-oriented approach that Morocco has advocated, HM the King explained that the Kingdom’s ambition is “structured in detailed and verifiable action plans, both for adaptation and for mitigation and decarbonization.
The Kingdom’s objectives in this area are “the result of programs and projects carried out at the national level, first for us and by us”, specified the Sovereign, affirming that he “personally attaches the greatest value to their implementation and to their follow-up.
He recalled that in a global system that is still inequitable, Africa received 30 billion USD from annual climate financing flows in 2020, or less than 12% of its needs, while this Continent has all the assets to become the climate solution. world, the solution to the great challenges of the 21st century.
The Sovereign, in this context, indicated that the Annual Meetings of the IMF-World Bank in Marrakech concluded that there is a pressing need to reform multilateralism and the financing of development, two levers that humanity has created to respond to the challenges of the 20th century. century. “It is this conviction that drives the Moroccan presidency of the United Nations Environment Assembly,” insisted HM the King.
Morocco, added the Sovereign, “tirelessly continues its efforts to implement the decisions of the First African Action Summit, held on the sidelines of COP22, particularly the operationalization of the three African Climate Commissions of the Congo Basin, of the Sahel and African island states.
HM the King also drew attention to the situation of middle-income countries which are leading the battle for socio-economic development and that of sustainable development, noting that it is fair that middle-income countries “are not penalized by the progress they make.
It is in this spirit that the Sovereign renewed the hope that “the States Parties will be more ambitious” to bring out, together, collective solutions to this common challenge, reiterating Morocco’s commitment to continue its proactive action “ which aims to remain at the forefront of advocacy, of course, but also of solutions aimed at preserving the future of humanity on our planet.”
