As a result, Director Kim, who was a student at Sungkyunkwan University, is also claiming that he suffered damage due to forced conscription rather than voluntary spying.
It is the victim, not the perpetrator.
Is his explanation true?
Let’s examine them one by one.
“You only reported drinking”?
The suspicion of spying on Director Kim Soon-ho was raised shortly after the appointment of the Chief of Police.
Director Kim’s explanation was firm.
He did not deny that he was the target of the recording operation.
At the time, he countered that he only reported to the security company what he drank with his friends at the time and did not disclose anything else.
However, the documents obtained by MBC were different from the explanation of Director Kim.
These are some of the documents that Director Kim reported to the security service while serving in the military.
At that time, the organizational charts of major ideological circles at Sungkyunkwan University, key figures, and even the personal information of the underground organizations and actual leaders created to avoid oppression of the student movement are recorded.
Director Kim reported in detail the evaluation of key people, books he read, where and with whom he talked, and even the organization’s vacation MT schedule.
It was confirmed that he specifically mentioned his fight with Choi Dong, who was one year senior at vocal college and the president of the ideological circle ‘Simsan Research Society’, his critical views on Choi, and the anecdote that he was later decided to be the next president of the ‘Simsan Research Society’.
Later, during the recording process, Choi Dong suffered harsh acts, such as not sleeping, and then passed away by self-immolation due to aftereffects.
It is clearly different from Director Kim’s explanation that he only reported drinking with his friends.
“Downgrade to B-grade… not active”

Nevertheless, Director Kim did not give up his position.
It is said that he was not actively active at the time of the recording work.
There are three grades A, B, and C for the subjects of the recording work, and I even presented evidence that I was downgraded from Grade A to Grade B.
But this is just a pun.
In April 1983, right after enlisting, Director Kim was assigned a B grade considering his position in the university circle organization.
After that, in November 1983, Director Kim, who became a private, reported in detail the school’s trends.
In particular, the word ‘Kim Soon-ho report’ appears in the document, and it is a document that uses an unusual expression that does not appear even compared to the documents of the victims of many recording operations.
There is room for interpretation as a relatively voluntary report.
In particular, the text on the cover of the document was given a special meaning to the extent that it was written as ‘synthesis of the actual situation of vocal awareness awareness’.
Coincidentally, Director Kim was upgraded to Grade A as he became a corporal.
At the National Assembly, Director Kim protested that he was not active, saying that he was downgraded to B, but it is highly likely because the value of use has disappeared since November 1983, when the security guard examination period was over.
“I’ve never been in a labor movement.”
“I never did a labor movement”
This is the explanation provided by Director Kim as reports of the spying allegations followed.
In the military, it was a strategy of being forced into conscription and never engaged in a labor movement after being discharged.
However, the memories of college classmates and labor movement colleagues at the time were different.
After being discharged from the military, there were many people who chose the path of the labor movement instead of returning to school, especially Sungkyunkwan University students.
It is testimony that Director Kim was also present at the scene.
They actually met in the Incheon area to discuss the labor movement plan and got a job in a factory.
Director Kim and Lee Yong-seong, a classmate from Sungkyunkwan University’s 81st class and forcibly drafted into the military at the same time, also testified that he and Kim had a meeting for the labor movement.
Kim Hyun-dong, a college and military classmate, also testified similarly.
He said that he went to the Bucheon area for the labor movement after being discharged and stayed in a camp in the next room.
They thought about the labor movement together and learned skills in the workplace.
However, I remembered that the fact that I often visited my sister’s house even during the camp was a dissatisfaction at the time.
Co-workers testified that Director Kim worked as a press worker in a factory and worked together in the labor movement.

After that, Director Kim continued the labor movement by taking the responsibility of the Bucheon area of the Incheon Bucheon Democratic Workers’ Association.
If the activities are not labor movements as Kim insisted, it can only be seen as spying activities to inform the labor movement as some suspected.

As co-workers testified that they worked together in the labor movement, Director Kim revised his strategy again.
Despite the retrial that the Innohoe, to which Director Kim belonged, was not a sect, it was even pointed out that defining the Innohoe as a sect was a denial of the constitutional value, but he did not give up.
Of course, if we were to interpret it as intended, it could be said that his judgment was that way at the time.
However, how do you explain the fact that while your colleagues who worked together in the labor movement are being detained, you have become the security headquarters police who only avoids arrest and catches them?
Also, a colleague who visited Director Kim’s house to help Director Kim move testified that at that time Director Kim had collected so-called ‘Jirashi’ related to the labor movement in a box.
In those days of turbulence, all ‘Jirashi’ related to the labor movement was supposed to be hidden, but it was bound to be a dangerous act from anyone’s perspective.
Even though Director Kim was living with his sister, not alone.
And, coincidentally, the members of the Innohoe were arrested one after another since Director Kim started not appearing on the job site.
In particular, an Innohoe member who was taken by the police at the end of April 1989 remembers that he was surprised that the police knew the organization in detail, including an organization chart that included the pseudonyms of members of the Bucheon area.
There is a big difference from the organization chart in early April, when the names of all members of the Bucheon region were blank among the organizational charts.
It was filled with information that only Director Kim, who was in charge of the Bucheon area, could know, but this also overlaps with the time when Director Kim disappeared.
Director Kim countered that it had nothing to do with the arrest of the Innohoe members because it was July of that year when he visited the police.
However, the contents of an interview with the other media that Inspector Hong Seung-sang, who was in charge of special assignment for Kim at the time, was different from Kim’s explanation.
It is said that Director Kim visited him in early 1989 and asked him to help him get out of the sports field.
Nevertheless, let’s assume that Director Kim is right.
In August 1989, one month after visiting Inspector Hong, Director Kim was specially appointed as a lieutenant general and started working at the security headquarters.
When the members of the Innohoe, who were said to have been ‘jusapa’, were arrested, they were exempted from arrest and punishment simply because they surrendered without notice, and rather were given special privileges.

Subsequent assignments
As such, the testimonies and related documents of colleagues who have closely observed Director Kim are different from the explanations of Director Kim.
Of course, many doubts were not resolved.
On the 8th of last month, when the hearing of the National Police Agency Commissioner Yoon Hee-geun was held, Director Kim was confirmed to have received the ‘Jonan Data’, the personnel record of his security service, from the National Archives.

If you are confident that the claims made in the past are correct, you should disclose your records.
In addition, if you look at the data of the security company at the time, the examination officer who investigated Director Kim was Mr. Lee, who is currently the president of a powerful broadcasting station,

Courageous testimonies from those involved in hiding the truth, such as Hong Seung-sang, who was involved in Director Kim’s special appointment, are desperately needed.
The police must also disclose the records of Director Kim’s first statements, which are inevitably preserved as public security data at the time.
So is Kim Soon-ho the victim or the perpetrator?
Let’s go back to the original question. Is Director Kim the victim?
We cannot force a weak human being to risk their life to protect it under coerced cooperation.
There is, of course, freedom in apostasy and conversion.
Besides Kim, many others did.
This is not meant to be violent.
It is because the story is different if you take advantage of the weaknesses of your colleagues to achieve your own glory.
Furthermore, what if such a person rose to a key national position?
Coincidentally, the current police department is also under suspicion that it will be forced to take on such a role.
There is also strong internal opposition from the police because of the suspicion that the organization was created by the government to tame the police.
You may not even know what it means to be the head of such a police department in the trajectory of Kim’s life.
Is it possible to say that as a civil servant, I am fulfilling my duty in the calling of the state?
Is it the right response to threaten to launch an investigation on how you saw the documents?
After receiving Director Kim’s application, the Evolution Committee will have to examine whether Director Kim has suffered from forced conscription for the next three months.
Of course, it is highly likely that Director Kim will be recognized as a victim of forced conscription after being designated as the target material for the recording operation.
This is probably what Director Kim is aiming for.
However, the fact that the victim was forcibly conscripted does not justify the part of the allegation that he was a victim of telling his colleagues and winning in return.
The reason for constantly raising questions and demanding the truth is also simple.
It’s not about revealing and harassing someone’s past.
This is because how Kim will be evaluated and where he will go will be a great example for us as well as future generations.
As this is not for the past, but for the present and the future, we have no choice but to cover and record as it is, without prejudice to the related allegations.
