Key Highlights from the Council of Ministers Meeting This Week: Senegal’s Investment and Development Plans for 2024-2026

The Council of Ministers was held this Wednesday, November 22, 2023 at the Palais de la République, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL.

At the start of his communication, the President of the Republic expressed his thanks to the populations, the administrative authorities, religious and customary notables, young people and women for the exceptional mobilization and the warm welcome observed during his tour economic from November 13 to 18, 2023 in the regions of Kédougou, Kaolack, Kaffrine, Fatick.
Furthermore, the Head of State congratulated the Prime Minister and the entire Government for the remarkable work accomplished within the framework of the inaugurations and launches of infrastructure works carried out, but also in the preparation of the territorialized Presidential Councils, which resulted in the adoption, for each region, over the period 2024-2026, of a consensual, exhaustive and achievable Priority Investment Plan, consistent with PAP 3 of the Emerging Senegal Plan (PSE).

The President of the Republic thus recalled the investments selected, covering the three (3) axes of the PSE, and which are programmed in the amount of:
• 600 billion for Kédougou (with the optimization of mining potential for sustainable development and employment of local youth);
• 1000 billion for Kaolack (with the emergence of a dynamic regional economy around the development of the Port);
• 700 billion for Kaffrine (with its new modern administrative sphere, the strengthening of agricultural and livestock components and access to water and electricity;
• 853 billion for Fatick (whose economic take-off will be strengthened by the establishment with the private sector of the Special Economic Zone around the opportunities of the Port of Foundioungne-Ndakhonga and the development of salt mines).

The Head of State underlined, following the holding of the presidential councils of Kaolack, Kaffrine and Fatick, the need to work on the emergence of the Sine Saloum Territory Pole in order to accelerate the optimization of sectoral policies necessary for the development of targeted regions and improving the well-being of populations in polarized regions.

In this spirit, the President of the Republic asked the Prime Minister to take all measures within the ministries for the satisfaction of the legitimate and urgent grievances raised by the populations during the economic tour, and to initiate, without delay, the process of monitoring presidential decisions announced and shared with administrative authorities, elected officials and regional leaders.

The Head of State also indicated to the Prime Minister the imperative to redirect budgetary allocations towards inclusion, particularly towards the human capital and social protection aspect with the promotion of professional training, financing, entrepreneurship of young people and their integration. This is how the President of the Republic asked the Prime Minister to initiate the process of preparing a Presidential Council on Youth.
Furthermore, the Head of State underlined the urgency of providing social and territorial equity programs with substantial additional budgetary resources that can be immediately mobilized, with a view to accelerating the finalization of priority projects for access roads, hydraulic works, sanitary and electrical infrastructure and equipment to alleviate women’s work.
Finally, the President of the Republic indicated to the Prime Minister and ministers the importance of preparing the next economic tours in the regions of Diourbel, Saint-Louis, Matam, Louga, Kolda and Ziguinchor.

Continuing his communication, the Head of State recalled that Senegal is a true democracy, an exemplary rule of law, committed to good governance and respect for public freedoms, as well as human rights.

Therefore, the President of the Republic asked the Prime Minister to take stock, in the form of a Memorandum, of the Government’s policy, since 2012, in terms of good governance and the promotion of human rights.

Returning to the intensification of the implementation of the transport vehicle fleet renewal program, the Head of State announced to the Council the upcoming receipt of 90 new latest generation buses out of 370 expected, intended to strengthen the fleet of Dakar Dem Dik, as part of the modernization plan of the national public transport company.

In this dynamic, the Head of State recalled the urgency of accelerating, with private operators in the sector and local financial institutions, the integrated program for the renewal of urban and interurban transport vehicle fleets (coaches, minicars and taxis), and large aircraft.

On the social climate, management and monitoring of internal affairs, the Head of State returned to the care of disabled people, asking the Prime Minister to evaluate, in conjunction with the Ministries and stakeholders involved, the full application of the social orientation law and to take all necessary measures for the proper organization of the celebrations, throughout the national territory, of the International Day of Persons with Disabilities, scheduled for December 3, 2023.

In his communication, the Prime Minister returned to the monitoring of the coordination of government activity, mentioning:
• the economic tour of the Head of State;
• the meeting with the Inter-union of local authority workers;
• the meeting on price monitoring and support for purchasing power.

UNDER COMMUNICATIONS FROM MINISTERS
• the Minister of Foreign Affairs and Senegalese Abroad made a statement on the international situation and the Head of State’s participation in the Africa-Saudi Arabia Summits and the Organization of the Islamic Conference in Riyadh;
• the Minister of Agriculture, Rural Equipment and Food Sovereignty made a communication on the monitoring of the 2023-2024 agricultural campaign, the preparation of the marketing and off-season campaign and the monitoring of horticultural exports ;
• the Minister of Air Transport and Airport Infrastructure Development made a presentation on equipment, the technological modernization of airports and the digital transformation of air transport services.

UNDER LEGISLATIVE AND REGULATORY TEXTS
The Council considered and adopted:
– The bill amending Law No. 2012 – 30 of December 28, 2012 creating the National Office for the Fight once morest Fraud and Corruption (OFNAC);
– The bill amending law no. 2014 – 17 of April 2, 2014 relating to the declaration of assets.

UNDER INDIVIDUAL MEASURES
The President of the Republic took the following decisions:
Mr Moustapha SOWSenior Foreign Affairs Advisor, previously Minister-Counsellor at the Embassy of Senegal in Canada, is appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Senegal to His Excellency Mr. Kaïs SAïED, President of the Tunisian Republic, replacing Madame Ramatoulaye Ba FAYE, called to other functions.

Mr. Ousmane SYInspector General of Police, is appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Senegal to His Excellency Mr. Mamady DOUMBOUYA, President of the Transition, Head of State of the Republic of Guinea, replacing the Inspector General by Police Anna Sémou FAYE.

Mr Diamane DIOMESenior Foreign Affairs Advisor, previously Minister-Counsellor at the Permanent Mission of Senegal to the United Nations in New York, is appointed Ambassador, Deputy Permanent Representative of Senegal to the United Nations in New York, vacant position.

Mr. Mansour Elimane KANE, Ifinancial engineer, Ambassador of Senegal to the United States of America, is appointed, cumulatively with his functions, Ambassador Extraordinary and Plenipotentiary of the Republic of Senegal to Her Excellency Madame Xiomara CASTRO, President of the Republic of Honduras, with residence in Washington .

Mr. Doudou SOW, Principal Foreign Affairs Advisor, Ambassador of Senegal to Rwanda, is appointed, cumulatively with his functions, Ambassador Extraordinary and Plenipotentiary of the Republic of Senegal to His Excellency Mr. Wavel RAMKALAWAN, President of the Republic of Seychelles, with residence in Kigali.

Madame Aminata Fall CISSE, Magistrate, Ambassador of Senegal to Brazil, is appointed, cumulatively with his functions, Ambassador Extraordinary and Plenipotentiary of the Republic of Senegal to His Excellency Mr. Santiago PENA, President of the Republic of Paraguay, with residence in Brasilia.

Madame Fatou BEYEEngineer technologist in the food industry, previously Head of the Microbiology Section of the National Analysis and Control Laboratory (LANAC), is appointed Director General of the National Analysis and Control Laboratory (LANAC), vacant position.
Mrs. Aminata DIAO, holder of a Master II in Business Administration, is appointed National Coordinator of the Islamic Microfinance Development Program in Senegal (PROMISE).

Mrs. Diéguy DIOP, Lawyer, previously Director of the Promotion of Children’s Rights and Protection, is appointed Director of the Promotion of the Social and Solidarity Economy.
Mr Cheikh FALL, holder of an engineering degree in civil engineering, is appointed Inspector of Administrative and Financial Affairs at the Ministry of Town Planning, Housing and Public Hygiene.

Mr. Abdoulaye FAM, Planner, is appointed Technical Inspector at the Ministry of Town Planning, Housing and Public Hygiene.
Colonel Papa Ibrahima DIOP of the National Gendarmerie, is appointed Director of the Fight once morest Congestion at the Ministry of Urban Planning, Housing and Public Hygiene, replacing Lieutenant-Colonel Abdourakhmane PAM, called to other functions .
