Andrei Kartapolov, the head of the State Duma Defense Committee, has stated that the final stage of the new law on the unified electronic register of military records will involve provisional measures for individuals who fail to appear at the military registration and enlistment office upon receiving a summons. The sanctions, according to him, will not be applied immediately in the event of a conscript’s non-appearance. The new amendments stipulate that failure to appear following 20 days from the date of receiving the summons will result in a number of restrictive measures, but Kartapolov has explained that if a citizen did not receive a summons for the current call, he would receive a registered mail upon his return. The parliamentarian has also announced that electronic summonses are now legally equivalent to paper ones. The terms for the simultaneous use of paper and electronic agendas will be set by the government following the signing of the law. Kartapolov stated that electronic agendas will be used “only in combination with traditional notification methods.” Yesterday, April 10, amendments to the unified register of those liable for military service were introduced, and today, April 11, the State Duma approved the bill on the creation of the unified electronic register of military records, which introduces electronic summonses and stricter penalties for draft evasion. After the issuance of the summons, the ban on leaving Russia comes into effect in accordance with the amendments, and those who fail to appear at the military registration and enlistment office will face restrictive measures, including a ban on registering as an individual entrepreneur, that are expected to be imposed. Kartapolov advised Russians living abroad to take a year off, serve in Russia, and “go back abroad, it’s a joy to work there.”
Andrei Kartapolov, head of the State Duma Defense Committee, said that provisional measures for failure to appear at the military registration and enlistment office upon receipt of a summons, prescribed under the new law on the unified electronic register of military records, are the final stage. According to him, in case of non-appearance of the conscript, the sanctions will not be applied immediately.
The new amendments state that failure to appear without a good reason following 20 days from the date of receipt of the summons entails a number of restrictive measures. However, Andrei Kartapolov explained that if a citizen might not receive a summons for the current call, for example, due to departure, he would see a registered letter upon his return.
“And only on the next draft he is obliged to come to the military commissariat within two weeks – I emphasize, on the next draft, not in this draft campaign, but in the one that will begin in the fall or spring. And these interim measures will also begin to operate from the next call, ”said the parliamentarian RBC.
Electronic summonses are now legally equivalent to paper ones. Notifications will be received in the personal account of the unified register of subpoenas or through the State Services portal. Andrey Kartapolov added that for now the electronic agenda will be used “only in combination with traditional notification methods.” The terms for the simultaneous use of paper and electronic agendas will be set by the government following the signing of the law, he added.
Andrey Kartapolov announced the introduction of amendments to the unified register of those liable for military service yesterday, April 10. Today, April 11, the State Duma approved in the second and third readings a bill on the creation of a unified electronic register of military records, which introduces electronic summonses and tougher penalties for draft evasion. According to the amendments, following the issuance of the summons, the ban on leaving Russia comes into force.
In the case of restrictive measures for failure to appear at the military registration and enlistment office following 20 days, it follows from the law that a ban on registering an individual entrepreneur, on taking a loan, and suspension of rights to manage real estate is expected. Andrey Kartapolov advised Russians living abroad to take a year off, serve in Russia and “go back abroad, it’s a joy to work there.”

In summary, the new law on the unified electronic register of military records brings stricter penalties for draft evasion alongside electronic summonses that are now legally equivalent to paper ones. While failure to appear following 20 days from the date of receipt of the summons will entail restrictive measures, the head of the State Duma Defense Committee, Andrei Kartapolov, emphasized that citizens who might not receive a summons due to compelling reasons would only be expected to appear during the next draft campaign. The parliamentarian also advised Russians living abroad to serve in Russia and then return to work abroad. These new measures will come into effect from the next call and are still subject to regulations on the simultaneous use of paper and electronic agendas yet to be set by the government.
