Kaban BPBD Labura is silent regarding the Rp. 1.5 billion bridge project – Online Alert

AEKKANOPAN, Waspada.co.id – The bridge construction project with a budget of IDR 1.5 billion under the auspices of the Regional Disaster Management Agency (BPBD) of North Labuhanbatu Regency (Labura), has not been completed following passing the 2022 fiscal year, even though the funds have been withdrawn 100 percent.

BPBD Labura Abdi Yoso’s silence once more confirmed Online AlertThursday (9/3), by cell phone or WhatsApp chat did not respond even though the message read a double tick.

Asked via WhatsApp his response regarding the bridge project which has not been completed, but has been disbursed 100 percent. Previously, Abdi Yoso admitted, if the work had gabions or retaining walls until the end of FY 2022, the gabions had not been worked on. When asked once more Abdi Yoso just kept silent.

It is known that the bridge construction project including gabions or retaining walls worth IDR 1.5 billion was sourced from the Unexpected Fund (DTT) BPBD Labura Regency. Observed a few days ago in the field, the bridge’s right and left gabions were not worked on.

Labura District BPBD Head Abdi Yoso previously confirmed via cellular, Wednesday (1/3) some time ago, confirmed that the bridge project had been paid 100 percent and admitted that the gabions or retaining walls had not been completed.

“The construction of the bridge and its gabions or retaining walls costs from DTT BPBD Labura. The Rp 1.5 billion project has been 100 percent disbursed, gabions or retaining walls beside the bridge are still being worked on,” said Abdi Yoso.

The bridge construction point on the South Marbau Cross Road, Marbau District, Labura Regency, worth IDR 1.5 billion in 2022, until 2023 has not been completed.

Abdi Yoso kept himself secretive and did not reveal who the third-party partners working on the project were. Abdi Yoso even argued that no state financial losses had been found by the Indonesian Financial Audit Agency (BPK RI).

“No need to know who the partner is, that’s my secret. There was an addendum to the project due to weather factors and flooding, which hampered gabion work, but priority was given to stockpiling near the bridge,” Yoso explained.

Abdi Yoso as the Budget User (PA) at the BPBD agency revealed that he had not received an official letter from BPK RI regarding the findings of state financial losses even though gabions had not been worked on.

“There is no letter from BPK RI yet, my partner ordered to work on gabions or retaining walls on either side of the bridge body. According to the project contract, I don’t dare to change the drawings or bestek,” he added.

Firmly, Yoso said, considering that at the end of 2022 funds were withdrawn 100 times even though the work had not been completed.

Rp1.5 Billion Bridge Project in Labura

“The regulations don’t matter if the funds are withdrawn in full 100 percent, especially since the work hasn’t been completed yet. This is a disaster project, in an emergency, 100 percent can be withdrawn, it doesn’t matter,” said Yoso who is also the Commitment Making Officer (PPK).

The Activity Technical Implementation Officer (PPTK) Rusdi Effendi, once more confirmed that he was not willing to pick up the cellphone. Previously, Rusdi Effendi admitted that the project had been completed 100 percent and he did not know regarding gabions or retaining walls.

“It has been completed 100 percent, I do not know regarding gabions or retaining walls. BPK is still in the field checking it. More clearly, ask the Head of BPBD because (he-ed) PPK and PA,” he said.

Sutanto, a resident of South Marbau to Online Alertsaid that the condition of the bridge building was left unattended and not even worth crossing.

“Until now, the condition of the buildings has been neglected, the piles of roads and bridges are getting worse and worse. There are no gabions or retaining walls on either side of the bridge yet, we doubt that the bridge will not last long due to water erosion, at this time the bridge is not yet cross-worthy,” said Sutanto.
