With the reinstatement of fines for not voting, adjustments in the value of the vote and the inclusion of digital platforms and regional media in the regulation of electoral propaganda, the Joint Commission convened to resolve the differences that arose between both Chambers regarding the project that enables the municipal and regional elections of the year 2024 in two days, concluded its task.

The body chaired by Senator Manuel José Ossandón and made up of representatives from the Senate and the House, proposed consensus alternatives around the three points under debate. The respective report will be put to a vote during the House session on Tuesday.

For transitional article 5, on fines for not voting, a fine of between 0.5 and 2 UTM was approved by majority (7 in favor and 3 against); that is to say between the $33,000 and $132,000.

Regarding the new transitional article 5, related to the number of votes returned, the Executive’s proposal (included in the Chamber) was supported, with adjustments for greater citizen participation and with a delta for female candidates.

Finally, for article 31, referring to electoral propaganda, it was unanimously agreed to include digital platforms and social networks (RRSS) in its regulation and the incorporation of regional or local channels was approved by majority.

For this last point, the Joint Committee will propose to the Chamber that a separate vote be held in order to “prevent the entire project from collapsing on this point.”
