Medical Rehabilitation Care / SMR component
In accordance with the commitments described in the declaration of intent signed between Ministers François BRAUN and Viktor LIASHKO on April 14, 2023, the DGOS and the DAEI are continuing to support the dynamics of hospital cooperation initiated in September 2023 following an initial call for expressions of interest.
As part of the discussions between the French and Ukrainian Ministries of Health, it is hoped that French establishments in the sector of medical rehabilitation care – SMR, identified as a training priority by the Ukrainian authorities, will be mobilised.
This call for expressions of interest is aimed at French healthcare establishments ready to enter into a partnership with a Ukrainian establishment.
Presentation of the call for expressions of interest
The political will assumed by the Ukrainian authorities and expressed before international organizations and donors is not to wait for the end of the war to rebuild its health system and continue the reforms undertaken. The Ukrainian authorities have thus chosen to give international organizations and bilateral cooperation a determining role in the modernization and reconstruction of the health system.
The Ukrainian health system has assets for its reconstruction: a strategy, political will, the target of membership in the European Union. Added to this is access to significant international funding, notably from the World Bank and the European Bank for Reconstruction and Development (EBRD).
However, the Ukrainian healthcare system still has some weak points. that hospital cooperation can help to improve:
by raising the level of its medical skills, both in primary health care and the hospital system, while the war disrupted the training of doctors and caregivers, particularly in terms of initial training, by enabling health system executives to acquire new skills to lead reorganizations and monitor the engineering of complex projects, integrating, in particular when rebuilding infrastructure, all dimensions of health modernization.
These issues are particularly sensitive when it comes to rehabilitation medical carefor which the Ukrainian authorities want to enable mutilated, injured or traumatised soldiers and civilians to fully fulfil themselves in their family, social and economic lives and to set up a very high quality healthcare offer throughout their territory, organised as a network.

The mobilization of French expertise in Ukraine, particularly in priority care sectors (cancer, mental health, physical medicine and rehabilitation) and the coordination of Franco-Ukrainian hospital cooperation are among the key components of the project.
In this context, with this call for expressions of interest, the DGOS supports the following actions:
Welcoming Ukrainian healthcare professionals to the French healthcare establishment for an internship or training Support for scientific cooperation missions, exchanges of practices, study trips for the benefit of the Ukrainian healthcare system Organization of seminars (in person or remotely) Specific educational programs Tele-expertise Materials.
Once the expressions of interest have been received, the DGOS – General Directorate of Health Care Provision – may return to the structures that have come forward by proposing financing and implementation solutions in connection with the French ecosystem. The Ukrainian Ministry of Health will propose to each French team to join forces with a Ukrainian team.
A first step of mutual knowledge and sharing of practices between professionals will be necessary. The actions supported may have an exploratory nature. They will be part of a global offer coordinated by the two ministries.
