Joetsu City’s Year-Round Tourism Plan: Kasugayama Area Development and Evaluation

At a regular press conference on November 20, 2023, Mayor Kanta Nakagawa of Joetsu City, Niigata Prefecture, praised the draft year-round tourism plan announced last week as “well-constructed.” He also announced his intention to start working on the Kasugayama area from next fiscal year among the priority areas of Takada, Naoetsu, and Kasugayama.

When asked regarding his thoughts on the proposed plan, Mayor Nakagawa said, “Joetsu City has a very deep history and culture, and I want to pass that on to future generations.There are many good things, but the locals are not aware of them.” After stating his personal theory, he explained, “I want you to think of what we have announced as the first step of the plan.There is no goal for year-round tourism.It is something that will continue forever.” He praised the plan as “well-conceived.”

Kasugayama Castle Ruins “Sacred Area” General vehicles prohibited from entering

The plan period is seven years from 2024 to 2030. The 100th Kenshin Festival will be held in 2025, and the 500th anniversary of Uesugi Kenshin’s birth will be celebrated in 2030. Mayor Nakagawa said, “First of all, we will definitely move forward with Kasugayama Castle and Prince Uesugi Kenshin,” indicating his intention to move forward with the project from next year.

Additionally, according to the draft plan, general vehicles will be prohibited from entering the area around the Kasugayama Castle ruins, and the area is designated as a “sacred area that cannot be accessed casually.” Mayor Nakagawa also explained at the press conference, “It would be strange to call it the apotheosis of Kasugayama Castle, but I would like to think of it as a special area.”

Seven-year plan: “It has nothing to do with my term of office.”

Additionally, the period of the year-round tourism plan is for seven years until 2030, but Mayor Nakagawa’s term will not end until November 2025. Mayor Nakagawa said, “The administration will continue, so it has nothing to do with my term of office.” When asked if he was thinking of re-election, Mayor Nakagawa replied, “Not that. We are making plans for the year.”

Regarding the year-round tourism plan, there was a problem with the close relationship between the city and the selected businesses, and when the interim report was presented to a special committee of the city council on November 15, a member of the council said, “The mayor’s There were many harsh comments such as “There is no vision” and “It will remain the same as before.”
