Minister of Foreign Affairs Park Jin addressed the ambassadors of the member states of the UN Security Council in New York on the 1st (local time), asking the Security Council to take strong countermeasures in relation to North Korea’s missile provocations and nuclear threats.
Despite North Korea’s repeated violations of Security Council resolutions, China and Russia are urging North Korea to take effective action once morest the act of neutralizing the Security Council by acting as backers.
Minister Park, who arrived on the site that day for a meeting between the ROK and US foreign ministers, said at a luncheon meeting where ambassadors from Security Council members were invited, “Since last year, North Korea has posed a serious threat to the Korean Peninsula, the region and the international community with unprecedented missile provocations and nuclear threats. “The Security Council must unite as soon as possible and take strong countermeasures once morest North Korea’s repeated violations of the resolution,” he said.
“In order to induce North Korea to return to denuclearization negotiations, the Security Council member states and all UN member states must thoroughly implement the sanctions resolution once morest North Korea,” he said.
North Korea repeated provocations as if ridiculing the Security Council resolutions, such as launching 70 ballistic missiles over 30 times, including eight intercontinental ballistic missiles (ICBMs) last year. Accordingly, in May of last year, the Security Council pushed for the adoption of additional sanctions once morest North Korea, but failed due to China and Russia, a permanent member of the Security Council, exercising their veto.
Within the five permanent members, China and Russia, allies of North Korea, are leading the ‘US responsibility theory’ and ‘sanctions futility theory’, and there is even skepticism over the effectiveness of the Security Council.
Analysts say that North Korea’s recent move to closely adhere to Russia as well as China is an attempt to tie Russia on the same side at the Security Council by strengthening North Korea-Russia solidarity.
Chinese Deputy Ambassador Diving and Russian Ambassador Vasily Nebenzia also attended the meeting, but their reactions were not disclosed. However, the Ministry of Foreign Affairs said, “Ambassadors from Security Council member countries agreed that North Korea’s nuclear and missile development and provocations are serious threats to the non-proliferation regime, and actively exchanged views on the direction of the Security Council’s response to prevent this.”
Meanwhile, Minister Park met with UN Secretary-General António Guterres on the same day and said, “North Korea is carrying out various types of conventional provocations, including invading airspace by drones, in addition to nuclear and ballistic missile provocations.” urged to play a continuing role.
In response, Guterres reaffirmed his support for the ROK government’s efforts to achieve sustainable peace on the Korean Peninsula, fearing that “North Korea’s nuclear test will deal a decisive blow to regional and global peace.”
