Previously Chairman of the Board of Directors, a position he has officially held since January 24 (appointed December 28, 2023), Jean Liévin Idoundou Manfoumbi takes the reins of governance of the Gabon Energy and Water Company (SEEG), as provisional administrator, after an appointment made on Saturday, at the end of the Council of Ministers chaired by Brice Clotaire Oligui Nguéma.

The new provisional administrator, who will probably not have a grace period, in consideration of the many expectations of the population, disappointed by the decried quality of the water and electricity service, is expected to be able to implement and quickly translate into action the reforms recommended to restore the image of SEEG.

These reforms mainly concern, in addition to placing the company under provisional administration, the overhaul of the organization chart with more national verticality and an organization focused on efficiency, simplicity and control, with technical profiles; the continuation of audits and investigations intended to shed light on governance deficits at SEEG; as well as the renegotiation of the debt with a repayment plan.

It was also recommended to digitalize and secure the entire IT system and overhaul the customer journey; reduce the treatment of executives and managers (the new scale applies to the provisional administration); set up an operation “1 Gabonese – 1 meter” in order to resolve the nagging problem of meter availability; progressive standardization of meter models to have only one model in the long term and the replacement of dubious meters.

A retired civil engineer, Jean Liévin Idoundou Manfoumbi, whose mission has not been limited in time, at the head of the provisional administration of SEEG, will lead an administration whose number of directors or similar has been reduced from 51 to 14 and 21 divisional. At the same time, the Council of Ministers proceeded to create a department for infrastructure security and fraud, entrusted to a member of the CTRI, Colonel Félicien Moukétou in this case.
