JAPANESE PRIME MINISTER’S TOUR TO AFRICA: Interests Guide Steps

Like a charming young lady, Africa, to put it mildly, is the subject of an assiduous court. Indeed, not a single month goes by without seeing the leaders of Western or Asian powers on the black continent. Thus, following the visits of the Russian and Chinese Ministers of Foreign Affairs, then of the Vice-President and the American Secretary of State, it is the turn of the Japanese Prime Minister to set foot on African soil. The latter began, in fact, on April 29, a tour that will take him, in turn, to Egypt, Ghana, Kenya and Mozambique. This trip to Africa, which comes as a prelude to the G7 summit scheduled for May 19 to 21 in Hiroshima, Japan, aims to strengthen cooperation between the empire of the east and African countries.

It is therefore clear that if Africa has become the favored destination of the great powers, it is much less because of the beautiful eyes of Africans than because of the natural resources with which it abounds. Each power wants its share of the market so much so that one has the impression that the continent is at the heart of everyone’s concerns. This is why, in addition to the France-Africa summit, we now speak of China-Africa, Russia-Africa, India-Africa, United States/Africa and of course Japan-Africa, which is called the Tokyo International Conference on development of Africa (TICAD) whose last meeting was held in Tunis in August 2022. On the occasion, Japan announced a budget envelope of 30 billion dollars of investments on the continent over a period of three years, and the training of more than 300,000 Africans in several fields. The objective, as we know, is to work to counter the influence of its powerful Chinese rival which, it should be remembered, seems to have the wind in its sails on the continent. Just like for its part, Russia, which is today brought to the pinnacle in many African countries, is working to counter the activism of the French and the Americans in Africa. In doing so, taking advantage of the rising anti-French sentiment, Moscow has managed to carve out a place for itself in certain countries such as Mali and the Central African Republic (CAR) where the mercenaries of the private security company also operate. Wagner. It’s a good war. That said, it is up to Africa to know how to derive the maximum benefit from its cooperation with the great powers that make eyes at it. It’s now or never. Unfortunately, the years pass and the observation remains the same. Africa is still lagging behind, where despite its wealth, famine and other scourges are well established. The worst thing is that with all its major partners, Africa still does not manage to win a permanent seat both within the United Nations Security Council and within the G 20 to make its voice heard. .
