Japan-South Korea Foreign Ministers Meeting: Comfort Women, North Korea, and Trilateral Cooperation

Foreign Minister Kamikawa, who is visiting Busan, South Korea, to attend the Japan-China-ROK Foreign Ministers’ Meeting, met with Foreign Minister Park Chin for approximately one and a half hours starting at 9:00 a.m. on the 26th.

During the meeting, Minister Kamikawa commented on the comfort women issue, in which the South Korean High Court handed down a judgment on the 23rd of this month ordering the Japanese government to pay compensation, saying, “A sovereign country should not be subject to the jurisdiction of another country. It is extremely regrettable that the principle of “sovereign immunity” under international law has been denied.” He then called for appropriate measures to be taken to rectify the state of violation of international law.

Meanwhile, the two foreign ministers strongly criticized North Korea’s launch of an object it said was a “military reconnaissance satellite” on the 21st of this month, calling it a clear violation of relevant United Nations Security Council resolutions.

They also shared serious concerns regarding North Korea’s repeated launches of ballistic missiles and other missiles, and confirmed that Japan and the ROK, as well as the three countries of Japan, the United States, and the ROK, will continue to work together to respond.

Minister Kamikawa also expressed gratitude for the South Korean government’s consistent support towards the early resolution of the abduction issue, and the two foreign ministers confirmed close cooperation on human rights issues in North Korea, including the abduction issue.

Minister Kamikawa will then attend the Foreign Ministers’ Meeting of Japan, China, and South Korea, which will be held for the first time in four years. The two foreign ministers confirmed that they will continue to work together toward the early holding of the trilateral summit meeting of Japan, China, and South Korea.
