Jaanus Karilaid: Haapsalu swimming pool first, new administrative building waiting.

The operation of the city of Haapsalu stands out against the background of other municipalities with its speed, concreteness and efficiency. If we had delayed the football hall, today it would be more than 3 million more expensive and we would not be able to build it financially. Today the hall is full of fun!

The same goes for a main street, a rental house or a section of a forest street. All of them have moved the city forward. 1.5 million would be needed from the city treasury to build Metsa Street to the end. The Lihula highway and the viaduct itself also need millions. There are small streets and sections in the city that need repair and smoothing.

Unfortunately, there is still no central government that understands the municipalities, but with the VAT increase of 24 percent, a total of approx. 400,000 euros will be taken out of the city treasury per year with the previous increase. Ratas’ great contribution to municipalities is becoming a nostalgic past, we have to wait three years for a new and development-supporting government. Consequently, we have clear choices on the table as the resource is extremely limited today.

On one scale there is a new administrative building of approx. 5 million, on the other scale there is a reconstructed swimming pool of approx. 5 million. Although the new administrative building would beautify the city, the first priority is to fix our swimming pool. The positive effect of Haapsalu swimming pool and saunas on health is a well-known fact in the county.

We cannot do everything at once in today’s poor economic environment and time window created by the government, and we proceed from the principle – we do everything necessary, but in the right order. Balanced and clear decision to colleagues both in the council and in the city administration.
