Russia’s prison service said on Friday that Mr Navalny died in a high-security prison in northern Siberia, where he had been transferred to continue his 19-year prison sentence.
He became famous for publicizing official corruption in Russia and was the most prominent critic of President Vladimir Putin.
“Even in prison, he was a powerful voice of truth,” Mr. Biden said, speaking from the White House.
He added that Navalny’s courage will not be forgotten.
Mr. Biden blamed the Russian President V. Putin for the death of the Russian opposition member.
The US leader said he was outraged by the news and said: “Make no mistake, Putin is responsible for Navalny’s death. What happened to Navalny is further evidence of Putin’s brutality. No one should have any illusions.”
The United States does not know exactly what happened to A. Navalny, Mr. Biden added.
However, he directly accused Putin and his people, whom he called murderers.
During a televised speech, Mr. Biden also said that he was figuring out how to respond to A. Navalny’s death, but did not provide details.
Asked in 2021 after a meeting with Vladimir Putin in Switzerland what would happen if A. Navalny died, Mr. Biden replied: “I made it clear to him that, in my opinion, the consequences for Russia would be disastrous.”
