Paying public universities to foreigners without permanent residence is one of the educational reforms proposed by the omnibus law. The Javier Milei government project was presented today in Congress.

The modification of article 2 bis of the Higher Education Law proposed in the new regulation enables the payment of degree programs for students who come from abroad of the country and cannot prove a permanent stay in the country.

According to the new regulations, which must be approved by parliament, “degree studies in state-managed higher education institutions for all native Argentine citizens or by choice and “For every foreigner who has permanent residence in the country, they are free.”

“State-run higher education institutions and national universities, in the exercise of their autonomy, may establish fees for undergraduate teaching services or educational paths. for those students who do not meet the requirements set forth in the first paragraph”below supports the project that the Executive sent to Congress.

The norm currently in force through law 24,521 guarantees free degree studies in state-run higher education institutions and establishes the prohibition of establishing any type of tax on them, but does not make the aforementioned differentiation established in article 553 of the new regulations.

In this way, state universities and higher education institutes might be authorized to pay tuition fees for foreigners if the regulation promoted by the government of President Javier Milei advances.
