It is expected that President Yoon Seok-yeol will utilize his veto power to reject the Grain Management Act on the 4th day of the upcoming month.

The Cheong Daily News reports that the Office of the President is currently reviewing a bill that would grant them the right to veto the amendment to the Grain Management Act. Although the Ministry of Agriculture, Food and Rural Affairs has already proposed a presidential veto, it is likely that the Office of the President will exercise its right to request a reconsideration at the cabinet meeting on the 4th of next month. According to a key official, farmers and farmer organizations have expressed their positions on the issue. The official also explained that there is a legal review process that needs to be followed, which takes 15 days by law. The Minister of Agriculture, Food and Rural Affairs voiced his opposition to the amendment right following it passed the plenary session of the National Assembly. Given President Yoon’s previous opposition to the revision of the Grain Management Act, it is expected that the right to request reconsideration will be decided either on the 4th or the 11th of next month.

The Office of the President announced on the 26th that it is in the process of reviewing the bill as to whether to exercise the right to request reconsideration (the right to veto) of the amendment to the Grain Management Act.

However, as the Ministry of Agriculture, Food and Rural Affairs announced its policy to propose a presidential veto, the prevailing prospect is that it will exercise its right to request a reconsideration at the cabinet meeting on the 4th of next month.

A key official from the presidential office met with reporters at the presidential office in Yongsan that day and said, “Farmers and people belonging to farmer organizations are expressing their positions.”

The official said, “Once it goes to the Ministry of Agriculture, Food and Rural Affairs, we review whether to request reconsideration, but following the review is over, we need to go back to the Ministry of Government Legislation for legal review.” The 15-day period is set by law,” he explained.

On the 23rd, Minister of Agriculture, Food and Rural Affairs Jeong Hwang-geun said, “The side effects are so obvious” right following the amendment to the Grain Management Act passed the plenary session of the National Assembly.

As President Yoon has also expressed his opposition to the revision of the Grain Management Act several times, it is predicted that the right to request reconsideration will be decided as early as the 4th of next month or at the latest on the 11th of next month.

As the Office of the President considers whether to exercise its right to request a reconsideration of the amendment to the Grain Management Act, tension mounts among farmers and government officials alike. Despite the Ministry of Agriculture, Food and Rural Affairs announcing its plan to propose a presidential veto, the decision ultimately rests with the presidential office. As we wait to see the outcome of this legal review, it is clear that the proposed amendment has sparked controversy and opposition. Only time will tell how this story will unfold.
