Kirby said that Austin did not claim that the United States adheres to the “one China principle”, but made it clear that the United States is committed to the “one China policy.” The Epoch Times reported that: “Kirby’s ‘correction’ and the update of the ‘U.S.-Taiwan Relations Facts List’, on the surface, are changes in the text, but they show a major change in the handling of cross-strait relations by the United States. That is, from strategic ambiguity to strategic clarity.”

Wang Hejin, an expert from The Epoch Times (12), pointed out that since the establishment of diplomatic relations between China and the United States, the United States has implemented a “dual-track” policy. Although it has made concessions to the CCP, it has not given up on Taiwan. The United States accepted the CCP’s conditions of “breaking diplomatic relations”, “abolishing the treaty” and “withdrawing troops” to Taiwan, but it stuck to its commitment to arms sales to Taiwan. Shortly following the establishment of diplomatic relations between China and the United States on January 1, 1979, the United States formulated the “Taiwan Relations” Law”.

In order to ensure peace and stability in the Taiwan Strait, the United States has implemented a “dual-track policy” in the Taiwan Strait. However, the United States seems to focus more on suppressing Taiwan, such as selling only defensive weapons to Taiwan and not allowing Taiwan to develop nuclear weapons.

The outbreak of the Sino-Russian-Ukrainian war made the United States feel the severity of the situation in the Taiwan Strait even more.

Wang He said that in order to effectively use the dual-track policy to ensure that the CCP does not dare to invade Taiwan by force, at least three conditions must be met:

First, the United States has an absolute advantage in the military comparison between the United States and China;

Second, the CCP is convinced that if there is a war in the Taiwan Strait, the United States will help defend Taiwan;

Third, CCP policymakers maintain the necessary rationality.

Wang He analyzed that from the perspective of the CCP’s policy toward Taiwan and the development trend of the United States and China, it is bound to be difficult to meet the above three conditions, so the outbreak of the Taiwan Strait crisis is still possible.
